The government of Madhya Pradesh on Wednesday transferred Khandwa district collector and the superintendent of police, a day after the small city on the border with Maharashtra saw 90 new Covid-19 patients in a span of 24 hours.
The Collector 2010-batch IAS officer Tanvi Sundriyal, was replaced by another one, a 2010-batch IAS officer of Anay Dwivedi and was posted as deputy secretary in the secretariat of state, the chief secretary Iqbal Singh Bains ordered.
2012-batch IPS official, Shiv Dayal, was replaced by another of 2012-batch officer and commander of the Special Armed Force of the 7th battalion of Vivek Singh. Dayal, will be the new commander of the battalion, a House, order department, he said.
These officials are not alone to have faced axe of spike in Covid-19 cases.
On May 4, collector of Ujjain, Shashank Mishra, and the May 7, SP Sachin Atulkar moves when the city became a Covid-19 hotspot with the mortality rate being the highest among the large cities.
Indore, the neighbouring district of Ujjain, saw a similar situation to the previous one, when your collector Lokesh Jatav was displaced and replaced with Manish Singh, on the 28th of March. Three days later, in Indore, chief of police, deputy inspector general (DIG) of police Ruchivardhan Mishra was shifted to a small district in the region.
However, when the Indore collector was changed, the city had not become a Covid-19 hotspot but the virus is spreading fast in certain localities.
A day after he took oath as the prime minister, Shivraj Singh Chouhan moved chief secretary Gopal Reddy. However, it had nothing to do with any Covid-19 of the situation. Reddy was replaced with Iqbal Singh Bains, Chouhan’s trusted officer, who had been the principal secretary during his previous tenure as the CM. Reddy was moved just a week after his appointment.
Then commissioner, health services, Prateek Hajela, was moved on 1 April – an unusual instance of the state government to make public the CM’s displeasure with an officer for not being able to cope with the Covid-19 pandemic.
A tweet from the state government on April 1, afternoon said, “the Chief minister Shivraj Singh Chouhan instructed the immediate removal of Prateek Hajela from the post of commissioner, the health services in their extreme lack of care towards their duties in the midst of the Covid-19 pandemic.”
Other notable transfers in the health department, are of principal secretary, department of health, Pallavi Govil Jain and National Health Mission (NHM)’s integrated disease surveillance programme (IDSP) director, Swati Meena Nayak. The chief medical and health officer of Bhopal, Ujjain and Khandwa were also transferred. All of these agents were involved in the fight against Covid-19 of the situation.
Public health expert Amulya Nidhi said, “Frequent transfers are not solutions. In Indore, it has become one of the main Covid-19 hotspot in the country despite the transfers. In Bhopal there is no transfer of collector and DIG police, but it is still one of the main Covid spot in the country. Integrated disease surveillance programme (IDSP) team in the department of health has seen changes at least three times. The government must think beyond the transfers to see where is the problem. The fact is that the government relies more on bureaucrats than doctors and officials with knowledge of the medicines. It is pandemic, not a riot situation.”
The state Congress has launched an attack against the government.
The Congress of the state the president of the media coordinator, Narendra Saluja said, “If inefficiency is the reason behind these transfers, then, why the chief minister Shivraj Singh Chouhan should not go out of his office, under whose leadership the state government was unable to control coronavirus in the state and in almost the entire state has been affected by the disease, except for five districts? All the state has earned a bad reputation, as it is one of the worst managed states in the country. Whether Chouhan should resign or the Prime Minister, Narendra Modi should be removed immediately.”
Despite efforts by chief secretary Iqbal Singh Bains and director general of police (DGP) Vivek Johri couldn’t be reached for their comments. Don’t take phone calls and doesn’t respond to messages.
However, the former secretary of state of Madhya Pradesh KS Sharma, said, “Despite the transfers of the officers of any district may not appear a solution right away, it all depends on the perception that the state government about the particular situation. If a government feels that any official or officials have not been able to control any situation that is sent to other officials to address the particular situation. The government might have felt that the blocking constraints are not met strictly in these districts and protocol to follow, therefore the transfers.”
