Lipi Singh’s journey from Mokala to Munger can be summed up as from ‘Lady Singham’ to ‘General Dyer’. But we’ll get to that later.
An ANI tweet citing the Munger SP said Tuesday: During Durga puja’s dive, some antisocial elements restored (resorted to) the stoned that injured 20 police officers after someone from the crowd shot and killed. Situation under control: Lipi Singh, SP Munger.

The tweet followed an incident in Munger in which one person was killed and more than two dozen, including security personnel, were injured by shooting and throwing stones during the immersion of the idol of goddess Durga.
The Munger incident occurred on Monday night in Deen Dayal Upadhyay Chowk, below the limits of the Kotwali police station in the city.
While people alleged that the young man, who was in his early 20s, was shot dead by police, the administration said he was hit by a bullet fired by someone in the crowd.
PTI cited witnesses who said the problem started after a makeshift bamboo carrier broke while carrying a Durga idol on Monday night and it was taking time to repair.
They said that while they were repairing the aircraft carrier, other idol processions were delayed, causing a build-up.
Witnesses said the administration wanted the procession to clear up quickly as security personnel had to be deployed to electoral duty on Wednesday.
Who gave the Munger police permission to act like General Dyer?
On Wednesday, RJD leader Tejashwi Yadav demanded an investigation into the incident overseen by a higher court.
RJD leaders demanded an investigation of the incident supervised by a higher court. Accompanied by Secretary General of Congress Randeep Surjewala and other Grand Alliance leaders, Yadav scathingly attacked Prime Minister Nitish Kumar and his deputy Sushil Kumar Modi, asking who gave Munger police permission to act as “General Dyer” .

General Reginald Dyer is known for ordering British Indian Army troops to fire their rifles at a crowd of unarmed civilians in Jallianwala Bagh, Amritsar, Punjab, killing at least 379 people on April 13, 1919.
Lipi Singh, who is the daughter of RCP Singh, the leader of JD (U) in Rajya Sabha, became the first female police officer in the Barh district of Bihar, as she claims.
The opposition attack on the ruling party is apparently based on the fact that Munger Police Superintendent Lipi Singh is the daughter of RCP Singh, the leader of JD (U) in Rajya Sabha.
Given that the incident came at a time when Bihar is voting in 71 constituencies in the first phase on Wednesday, opposition parties are doing everything they can to corner the ruling NDA.
Launching a blow at the prime minister, Tejashwi Yadav asked Kumar, who also has the housing portfolio, what he did to prevent the incident.

“Aside from issuing some tweets, what did Vice Minister Sushil Modi do to prevent the ugly incident?” He told reporters who were targeting his rivals with firearms.
“The video of the incident is heartbreaking, as the young people have been mercilessly beaten by the police who have rained lathis on them. Why did the police open fire?” I ask.
Beating up the BJP, he asked the saffron party which, according to him, never misses the opportunity to flay law and order during the RJD government and preached about a “dual engine” government (the coalition led by the BJP in power both in the center and in Bihar) as “why are they silent now … in whose order did the incident occur?”
“This is not an ordinary incident. There must be a supervised investigation by a higher court into the incident and the district magistrate and the police superintendent must be removed immediately,” demanded the main opposition ministerial candidate.
“The Bihar police must have given instructions from somewhere to act like General Dyer,” he added.
National congressional spokesperson Randeep Surjewala alleged that “under the influence of the BJP, Mr Durga’s devotees are being attacked by the police in the state.”
“This is the sanskaar-sanskriti (tradition and culture) of the JD (U) -BJP alliance,” he claimed.

He endorsed Yadav’s comparison of the Munger police with the tyrant General Dyer.
Surjewala said people are waiting for a response from Prime Minister Narendra Modi, who is on an election tour of the state bound for the polls on Wednesday about the Munger incident.
LJP Chairman Chirag Paswan also launched an attack on Kumar over the Munger incident.
In a tweet, he has demanded that “a 302 case (murder) be registered against the Munger police. Shooting the devotees shows that Nitish is a Talibani regime. The local SP must be immediately suspended and an FIR registered in their against under section 302 (murder). ”

The journey from ‘Lady Singham’ to ‘General Dyer’
Lipi Singh’s reckoning moment came when she cracked down on Mokama MLA Anand Singh, earning her the nickname ‘Lady Singham’.
Lipi Singh, a 2016 IPS officer from the group, now called ‘General Dyer’ is perhaps the second tough policewoman after Shobha Ohatker to make headlines in the state. Lipi, affectionately called ‘Lady Singham’ by the people, was in the news in August 2019 for her tough action against Mokama MLA Anant Singh aka Chhote Sarkar Singh, who had been booked under the relevant sections of the Unlawful Activities Act (Prevention ) from 1967, who has been on the run ever since, according to a previously published TOI report.
Previously, Shobha, a 1990 IPS officer from Bihar cadre, had broken the nexus between the police and politicians and gangs involved in organized crime, such as kidnapping, bank crime, contract murder and extortion, according to the TOI report, dated August 20, 2019.
The 2019 controversy
Lipi’s appointment as Barh SDPO in the run-up to the 2019 Lok Sabha elections had created controversy. She was removed from office and appointed ASP in the Antiterrorist Squad (ATS) at the police headquarters by order of the Electoral Commission. The action against Lipi was initiated following the denunciation of Anant’s wife, Neelam Devi, who was in the fray of the Munger Lok Sabha constituency as a candidate for Congress.

Neelam was defeated by Rajiv Ranjan Singh aka Lalan Singh of JD (U). Lalan, then minister of state in Nitish Kumar’s cabinet, was unhappy with Anant’s decision to run his wife against him in the Lok Sabha elections. In 2014, Lalan was defeated by Veena Devi, wife of another Don turned politician from Mokama Surajbhan Singh.
Lipi was republished as Barh’s SDPO after the election of Lok Sabha. During his second term, he practically launched a tirade against Anant. Anant’s associates were rounded up and legal action was taken against them.
TOI had cited sources as saying that Lipi, the eldest daughter of JD (U) member Rajya Sabha, RCP Singh, was awarded her second position as Barh SDPO due to her father’s proximity to CM Nitish Kumar.

Lipi, who was credited with putting more than 700 criminals behind the bar and confiscating illegal weapons from their destination in Barh, had said: “I have nothing to do with anyone’s political affiliation. I act on the basis of evidence and nothing more. And Anant is no exception, ”he had told TOI.
