BCCI’s General Shareholders Meeting is likely to vote on IPL expansion to 10 teams
The Indian Cricket Control Board is expected on Thursday (December 24) to consider adding two new teams to the Indian Premier League during the board’s 89th Annual General Meeting in Ahmedabad.
However, Cricbuzz understands that the 2021 IPL auction is likely to be smaller and therefore the next season is unlikely to see an immediate expansion of the league.
The second AGM under the leadership of President Sourav Ganguly will only have representation from 28 state associations, with no one representing Punjab, Rajasthan, Odisha, Tripura, Jammu & Kashmir, Meghalaya, Nagaland, Railways, Services and All India Universities.

Venues for 2021 T20 WC
One issue that will likely come up at the AGM will be the allocation of parties. Although the BCCI has informed the members in their agenda documents indicating that Ahmedabad, Bengaluru, Chennai Delhi, Mohali, Dharamsala, Kolkata and Mumbai will be the venues to host the 2021 T20 WC, it is likely that several other associations will object. to that.
Recently, the Saurashtra Cricket Association, among several others, raised the question of allocating games to more centers for the upcoming T20 WC. This came shortly after the schedule for the England India tour was released, with all matches being assigned to just three centers. BCCI, however, added: “Given the ever-evolving COVID-19 situation, the places mentioned in India may change in the future.”
Tax exemption to ICC for hosting T20 WC 2021
State representatives will also receive updates on the affairs of the ICC, the National Cricket Academy and the Future Tours India Program. One of the key topics to be discussed will be the tax exemption for the 2021 T20 WC. In accordance with clause 10.20 of the venue agreement for this event, the BCCI is obliged to provide ICC with a total tax exemption for all income arising from this event in favor of ICC, its subsidiaries and associates.
In May 2020, the ICC / IBC Board agreed to extend the deadline until December 31 for BCCI to confirm a full tax exemption for the T20 WC. If the BCCI fails to secure a tax exemption for the ICC before the aforementioned date, it must agree to one of two scenarios:
– ICC moves the 2021 event from India to UAE or
– BCCI agrees that if BCCI is unable to achieve the required tax solution, the resulting tax liabilities of ICC / IBC / its Members will be offset against money owed to BCCI by ICC (including distributions from ICC) and that BCCI will be responsible for any shortfall after departure. “
Elections
Rajeev Shukla will be elected unopposed as vice president of BCCI, a post that was vacated following the resignation of Mahim Verma earlier this year. In the meantime, Brijesh Patel and Khairul Majumdar will retain their seats on the IPL Governing Council, and will be joined by Pragyan Ojha, who has been elected as ICA representative on the IPL Governing Council, replacing Surinder Khanna.
Other key issues
The AGM will also make appointments to the roles of Ombudsman and Ethics Officer, BCCI representative to the ICC, the Cricket Committee and Standing Committee, and the Referees Committee.
The “BCCI position on the inclusion of cricket” in the Los Angeles 2028 Olympics will also be addressed.
