Indian authorities ordered an investigation after 16 people were hit by a freight train in the state of Maharashtra.
The dead were migrant workers who had fallen asleep on the tracks while trying to walk to a station, from where they hoped to catch a train home.
India has organized special trains to take migrants to their villages of origin.
Tens of thousands of them fled the cities on foot when India closed.
India’s migrant workforce comprises people moving to large cities from rural areas in search of better income prospects.

Railway officials say the workers walked on the road to Aurangabad, and later on the train tracks leading to Aurangabad.
After walking 36 kilometers (22 miles), they were exhausted and decided to rest. According to local reports, the workers assumed that the trains would not work due to the blockade and therefore slept on the tracks. The images on social networks show pieces of roti (Indian bread) scattered near the tracks.

When the industries closed during the night of March 24, many of the migrant workers feared of starvation and attempted to walk back to their home villages.
Many had no choice but to walk, as bus and train services stopped overnight. His situation had caused outrage in the country.
With the restrictions reduced earlier this month, the government announced that migrants could return to their home states on special trains and buses.
Indian Prime Minister Narendra Modi said he was “extremely distressed at the loss of life due to the fatal accident in Aurangabad, Maharashtra.”
