NEW DELHI: The third phase of the nationwide confinement begins on Monday with “considerable relaxation”, but the restrictions will continue in the containment areas so that the achievements made so far in the fight against COVID-19 are not “wasted”, authorities said Sunday.
The country has been divided into three zones: red, orange and green, depending on the coronavirus risk profile. The extended lock is slated to last until May 17.
According to the Ministry of the Interior, the prohibited activities throughout the country, regardless of the areas are: air, rail, metro; interstate highway movement; schools, colleges and other educational, training and coaching institutions; hospitality services, including hotels and restaurants.
Large public gathering places – movie theaters, shopping malls, gyms, sports complexes – social, political, cultural and other gatherings and religious or public places of worship are on the prohibited list.
However, the movement of people for non-essential activities in all areas, except the containment areas, is permitted but strictly between 7 a.m. and 7 p.m.
The opening of hairdressers, spas and salons in the green and orange areas is allowed, as well as the sale of non-essential items by e-commerce companies.
The sale of liquor will be allowed under certain conditions in all areas, except in the containment area, in independent stores, not in markets or shopping centers.
The sale of liquor, barber shops and salons was not allowed during the first two phases of closure. when the sale of non-essential products by e-commerce companies was also not allowed.
In all areas, people over the age of 65, people with underlying health problems, pregnant women, and children under the age of 10 must remain at home, except for essential and health purposes.
Movement of people by air, rail and road is permitted for selected purposes and for the purposes permitted by the MHA. In containment areas, the movement of people is totally prohibited and essential services are delivered at the door.
The list of allowed activities also includes: OPD and medical clinics in all areas with social distancing rules and other precautions. However, these will not be allowed in containment areas.
All freight traffic will be allowed and no state or UT will stop the movement of cargo for cross-border trade under treaties with neighboring countries.
In the red zones (outside the containment areas), some additional activities are prohibited: the use of cycle rickshaws and auto rickshaws, taxis and taxi aggregators; buses within and between districts; hairdressers, spas and salons.
Certain other activities have been allowed in the red zone with restrictions: movement of people and vehicles for activities allowed with a maximum of 2 people (in addition to the driver) in four-wheeled vehicles, without a passenger in two-wheeled vehicles.
In the red zones, e-commerce companies can only sell essential products. Hairdressers and salons cannot open.
In all liquor stores, customers must maintain a minimum distance of six feet (2 gaz ki doori), and no more than five people allowed at the same time.
Regarding domestic help in the red zones, the social welfare associations for residents must make a call to allow the entry of outsiders.
If RWAs allow, domestic help and employers must maintain health protocols, and the responsibility rests with the person who employs the maids in the event of any accident.
Industrial establishments in urban areas, such as Special Economic Zones (SEZs), Export Oriented Units (EOUs), industrial estates and industrial municipalities with access control have been allowed since Monday in all areas, except for containment areas.
Private offices can operate in red zones with a force of up to 33 percent with the rest of the people working from home.
In the orange zones, all permitted activities are allowed in the red zone (outside the containment zone) and taxi aggregators and taxis (driver with 2 passengers only).
