Huge embezzlement was found in the audit of six Delhi University universities that are not paying salaries to their staff due to lack of funds, Senior Deputy Minister Manish Sisodia said on Wednesday. “The Delhi government has provided sufficient funds to these universities to pay salaries, but in their initial observation report, the auditors have found that those funds are going elsewhere rather than paying teachers’ salaries,” he said Sisodia at an online press conference. .

“The projected salaries for this academic year are 300 million rupees and the Delhi government has provided sufficient funds to universities under the attendance pattern. Teachers do not receive their salaries even though the Delhi government gives them timely grants, ”he said.

“Few teachers came to meet me and shared their concerns about salary payments. They shared that there is a need for a proper audit of university funds and they suspected that funds are being diverted to non-salary expenses, ”Sisodia said.

“We wanted to get to the bottom of this, as there could be an embezzlement case. Therefore, the Delhi government initiated a special audit of these universities, ”he said.

“We asked for the names of the CAG auditors and started the auditing process of these universities with paneled CAG auditors. In the first week of September, they audited six universities. We received an initial observation report from the auditors yesterday and some shocking revelations have emerged, ”he added.

Audit reports have noted that universities have held a large amount of money as fixed deposits instead of paying their staff salaries, he said.

Noting that Keshav Mahavidyalaya has Rs 10.52 crore as a fixed deposit, Sisodia asked if they have so much money, why are they not paying salaries to their teachers? “The salary subsidy paid to the university was 10.92 million rupees in the year 2014-15 and last year the government paid 27.9 million rupees. In five years, her wage subsidies have almost tripled. Even after receiving so much, they are not paying salaries to their teachers, ”Sisodia said.

“The ending balance of Bhagini Nivedita University shows that they currently have around 2.5 million rupees as fixed deposits in their accounts. It is surprising that they are alleging lack of funds and at the same time, they are not cooperating with the auditors as well, ”she added.

The directors of the two universities were not available to comment on the matter.

“These people are gambling with the lives of their own staff members. They only focus on blaming the Delhi government. Under the attendance pattern, it is clearly mentioned that the grant provision will be made only on the basis of the net deficit, ”Sisodia said.

“Actually, these universities have a surplus and yet they are not paying the salaries due to their working teachers. This is criminal and would not be tolerated, ”he said.
