What is HSRP?
A high security license plate is made of aluminum and is attached to the vehicle using two non-reusable locks. The license plate comes with a hot stamped chrome based hologram of Ashoka Chakra in the upper left corner, which is blue in color and accurately measures 20mm x 20mm. In the lower left corner of the plate is a 10-digit PIN (permanent identification number) that is laser etched into the reflective sheet.
Similarly, the HSRP also comes with a hot-stamped film applied on the registration numbers and letters that bear the inscription ‘India’ at a 45-degree angle. Once the single record is set, it is electronically linked to the vehicle.

Why is HSRP required and what are its benefits?
The main reason behind this mandate is that old license plates are quite easy to handle and can be easily removed or changed. A stolen vehicle always ends up with a replaced registration plate, making it difficult for authorities to track it down, but HSRPs come with a non-removable snap lock and are quite difficult to replace.
HSRPs are also beneficial because essential details of a car, including engine number and chassis number, are stored in a centralized database. The data stored along with the 10-digit PIN becomes crucial in identifying a stolen car.
HSRPs are set by state-approved auto dealers and private providers. HSRPs are only issued once essential details such as engine number and chassis number are transmitted by the vehicle owner. This procedure is very useful to prevent counterfeiting of license plates.
Authorities have also addressed the issue of incomprehensible license plates, as owners end up using different fonts and other additions and making it difficult for traffic police to read the plates. HSRPs have a uniform pattern, which eliminates the whole problem.

How much does HSRP cost?
The central government has not capped the price of HSRP, which means that the cost could differ in various states. On average, the HSRP costs around Rs 400 for two-wheelers, up to Rs 1100 for four-wheelers, depending on the category. Color-coded stickers can be installed for Rs 100 for vehicles with an HSRP.
Where can HSRPs be purchased?
For vehicle owners in Uttar Pradesh and Delhi, bookmyhsrp.com is a dedicated portal for purchasing HSRP and color-coded fuel decals. The website has been licensed by the government to provide HSRP. Information such as the vehicle registration number, chassis number and engine number will be needed to book an appointment.
As for the other states, not many have announced an enforcement campaign like the UP and the Delhi government. The best way to purchase an HSRP and color-coded decal is through RTOs.
Another way to buy HSRP is through authorized car dealers, but it should be noted that many dealers are not yet authorized to perform the procedure and the best way would be to consult the web portal of their respective State Department of Transportation to obtain said information.
