The government started testing the Covid-19 vaccination in most states. Soon, a part of the population will receive their first vaccine. Preparation for dosing at vaccine centers, logistical requirements, and other arrangements are also in full swing. The country’s top drug regulator DCGI has approved COVID-19 Covishield from Oxford and Covaxin from Bharat Biotech for restricted emergency use.

Who will get the vaccine first
Healthcare workers
According to the recommendations of the National Group of Experts on the Administration of Vaccines for Covid-19 (NEGVAC), a crore of healthcare workers working with government and private hospitals will be the first in line to be inoculated.
The priority group has been divided into sub-categories such as frontline workers, Integrated Child Development Services (ICDS) workers, nurses and supervisors, paramedical personnel, medical officers, support personnel, and medical students.
All data has been collected from healthcare facilities and is being uploaded to Co-WIN, the digitized platform that will be used to effectively implement and scale up the Covid Vaccine Delivery System mechanism.
Frontline workers
Two million frontline workers employed in central and state police services, armed forces, civil defense organization, disaster management, home guard, prison staff, municipal workers, revenue officers working with Covid surveillance- 19 and other associated activities.
Workers associated with the state government and ministries of defense, urban affairs, housing will also receive vaccination in the first phase
People over 50
This group will be divided into people over the age group 60 years and people over 50 years with comorbidities. The last electoral roll from the Assembly or Lok Sabha elections will be used as a reference to identify the population for immunization.
Age will be calculated based on the deadline date of January 1, 2021, and anyone born before January 1, 1971 will be included in this category.
Areas with a high rate of Covid-19 infection
States and UT at their discretion may prioritize the deployment of the vaccine in geographic areas where infection is high.
Remaining population
Population under 50 years of age with associated comorbidities based on the evolution of the pandemic situation such as diabetes, cancer, hypertension, lung diseases, etc. and finally to the remaining population according to the epidemiology of the disease and the availability of vaccines.
How to register for vaccination on the session site
Common service centers should be used for self-registration and identity certification of the general population. The self-registration module will be available in the last stages of implementation.
People can select the authentication method from the following methods
Biometric: with these demographic data of the person, from the name to a permanent address on the Aadhaar card, the platform will be automatically completed.
OTP Authentication: An OTP will be sent to the mobile number registered with an Aadhaar card. If the OTP authentication is successful, the demographic details of the person according to Aadhaar will be filled in automatically.
Demographic Authentication – A person can also enter all demographic details manually i.e Name, DoB, Gender and select Demo Authentication. A green check will appear confirming the same.
A person interested in registering will need to provide a photo identity of one of the following:
· Aadhaar card;
· Driver’s license;
· Smart health insurance card issued under the scheme of the Ministry of Labor;
· MNREGA work card;
· Official identity cards issued to MP / MLA / MLC;
· Pan card;
· Book issued by Bank / Post Office;
· Passport;
· Pension document;
· Service identity card issued to employees by central / state government / PSUs / corporations;
· Smart card issued by RGI under NPR;
Voter identification
The identity of the photo can be uploaded to the Co-WIN system (in PDF, JPG or PNG file formats) or it can be extracted from the person’s existing Digi Locker account
Once registered, a date and time will be assigned for the vaccination. There will be no registration facility on site and only previously registered beneficiaries will be able to proceed with vaccination.
The District Collector (DC) / District Magistrate (DM) with the support of the District Immunization Officer will link the session sites, vaccinators, supervisors and beneficiaries and decide the dates and times to hold the vaccination session . The respective district administration will approve the beneficiaries for the assignment of sessions and sites. Co-WIN has a built-in monitoring and reporting mechanism.
How the sessions were planned
An ideal session site should have three demarcated rooms / areas:
1. Waiting room / area;
2. Vaccination room; and
3. Observation room
How the vaccination team has been organized
Each session will be managed by a team of 5 members with defined responsibilities:
Vaccination Officer-1: In charge of pre-checking the beneficiary’s registration status and verification of photo identification before entering the waiting room / area. Vaccination Officer-1 will help queue / crowd management
Vaccination officer 2: in charge of authenticating / verifying the document in the Co-WIN system (Health / ICDS / other government departments, for example, electoral model)
Vaccination officer: In charge of vaccinating the beneficiaries (Doctors (MBBS / BDS / AYUSH), Nurse, Pharmacist, ANM, LHV).
Vaccination Officer 3 and 4 – in charge of crowd management, ensuring a 30 minute wait, monitoring any symptoms of AEFI, guiding unregistered recipients
Vaccination carried out in health facilities, both government and private, where a doctor or physician is available, is defined as a fixed place of session. Schools and community hallways will be sites for outreach sessions, while there will be special mobile teams for remote areas or migrant population and international border areas.
All COVID-19 vaccination sessions will take place from 9 a.m. to 5 p.m.
