The Interior Ministry wrote to the Bengal government today, for the second time in less than a week, to warn it against “violation of the blockade measures.” In a brief letter sent to the Chief Secretary and the Director General of Police, the ministry said: “… the gradual dilution of the confinement from West Bengal was reported, with an increase in the number of exceptions provided by the state government.”
“For example, non-essential item related stores have been allowed to operate. There is no regulation in the vegetable, fish and lamb markets where people have been crowded in complete violation of social distancing rules …” add the letter.
The letter identified Rajabazaar, Narkel Danga (where the center has claimed an increase in COVID-19 cases), Topsia, Metiaburz, Gardenreach, Ikbalpur and Maniktala as areas where these rules have been violated. All of these areas have large Muslim populations.
A senior ministry official also told NDTV that the center is also concerned that the state is not doing enough to trace possible cases of COVID-19 linked to Tablighi Jamaat, an Islamic sect that held a religious meeting in Delhi last month and It has been linked to over 1,500 cases across the country.
“So far they have identified 200 people but refuse to share information with the center,” said the official.
The center has also accused the state of allowing religious congregations. According to the Disaster Management Law (2005), such meetings are not allowed. In fact, states had advocated for social distancing even during festivals held in recent weeks and have also done so for upcoming events.
Bengal Chief Minister Mamata Banerjee, who has beaten those who play “communal politics” at the Tablighi Jamaat event, said today she was unaware of the letter. She went on to say that her government was more concerned with the coronavirus than with a communal virus.
Other points raised by the Ministry of the Interior refer to political leaders who distribute free rations instead of an institutional delivery system.
“Strict action is being requested on the matter …,” says the letter, which also requests a report from the state government.
The country is nearing the end of a 21-day “total blockade” imposed by Prime Minister Narendra Modi last month to control the spread of COVID-19. Under those orders, only stores that sell groceries, vegetables, and medicines can work, and all non-essential stores and industries close.
The blockade is likely to last two weeks, Prime Minister Modi said today after a video conference with 13 top ministers, including Mamata Banerjee.
Shortly after the meeting ended, Ms. Banerjee addressed a press conference in which she said her government would abide by the decision to extend the blockade. However, he said, certain industries, such as bakery, oil mills, bottled water and fishing, would be partially reopened.
Ms. Banerjee, who has frequently clashed with the Narendra Modi government on political issues since last year’s Lok Sabha elections, said yesterday that she was not in favor of lifting the shutdown.
At the same time, however, it announced relaxations for some sectors.
The tea gardens in North Bengal will be partially reopened and the plucking of tea leaves will resume, but only 15% of staff will work at any given time. In tea factories, only 50 percent of workers would be allowed, he said.
It also allowed the reopening of flower markets, a decision heavily criticized by BJP leader and Union Minister Babul Supriyo, and the restart of taxi services.
All three occupations provide livelihoods for large populations in the state.
“The next two or three weeks will be very crucial. I know we are all suffocating, but what to do? Nobody likes the situation, we are not happy either. We have no other choice. There is nothing greater than human life,” said the chief minister. .
Bengal has reported 126 cases of COVID-19 so far, with five deaths related to the virus. Across the country, more than 7,500 cases have been reported and 242 deaths have been recorded.
