Haryana House debates motion of no confidence against Manohar Lal Khattar government
The motion of no confidence pushed by the opposition Congress in Haryana Vidhan Sabha is unlikely to destabilize the Manohar Lal Khattar-led government considering the comfortable majority enjoyed by the BJP-JJP alliance in the 90-member House. The measure is being seen as an attempt by the opposition to shame the ruling alliance and would win political mileage to Congress with farmers against the three core farm laws.
It was about two months ago that the opposition leader and former chief minister, Bhupinder Singh Hooda, announced that he would file a motion of no confidence against the government of the BJP-JJP alliance. He made the motion at Vidhan Sabha on March 5, when the day’s budget session began. Accepting the motion, spokesman Gian Chand Gupta scheduled it for discussion on March 10.
The Assembly currently has an effective force of 88 members after the lone Indian National Lok Dal member, Abhay Chautala, resigned in solidarity with the farmers and MLA Congress Pradeep Chaudhary was disqualified after being convicted in a riot case. In the current scenario, the ruling alliance needs 45 members for the majority, which the alliance with 50 members (BJP has 40 and JJP 10) can easily achieve. Congress, on the other hand, has 30 MLAs. Seven are independents, five of whom support the government, while one member is from the Haryana Lokhit Party, which has also provided support for the government.
To ensure they don’t fall short in numbers, the BJP, JJP and Congress threw whips at their respective members for their mandatory presence in the House on Wednesday, when the no-confidence motion will be up for discussion.
In issuing the whip, Haryana Minister and BJP Whip Chief Kanwar Pal said: “All BJP members are requested to remain present in the Chamber for the entire 10th of March during the current Vidhan budget session. Sabha. They must not leave the chamber without prior permission from the Leader (of the Chamber). Many important legislative issues are likely to be debated. Members are requested to be present at the time of division / voting ”.
The main whip of the Jannayak Janta party, Amarjeet Dhanda, while throwing the whip at the legislators of his party, said: “All members of the JJP are informed that the censorship against the Council of Ministers proposed by the opposition will be taken to the Assembly On March 10. Therefore, JJP is requested to be positively present in the Chamber throughout the day and to support the government’s position on the motion of no confidence ”.
For the Congress, Bharat Bhushan Batra issued the whip. “CLP members are informed that on March 10, no motion of confidence against the government will appear in the Chamber’s business. Issue whip, which you must ensure your presence in a positive way and support the vote of no confidence. Members are advised not to leave the Chamber without the prior permission of the CLP leader, ”said the head of Congress.
