Finance Minister Nirmala Sitharaman announced on Thursday the second tranche of the Rs 20 lakh crore economic stimulus package focused on migrants, street vendors, traders, freelancers and small farmers. The minister announced the free provision of food grains to all migrants who are not cardholders in the amount of Rs 3,500 crore by the Center over the next two months.

At least 8 crore migrant workers will receive free food grains of 5 kg of rice or wheat and 1 kg of sugar cane or legumes, for all those migrants who are not subject to the Food Security Law, said the finance minister.

“Free supply of food grains to all migrants for the next 2 months: those who do not have cards will be given 5 kg of wheat or rice per person and 1 kg of chana per family per month for the next 2 months. Around 8 million million migrants will benefit from 3.5 billion rupees that the Center will spend on this, “Sitharaman said.

A ‘One Nation One Ration Card’ initiative will also be implemented for approximately 67 million beneficiaries in at least 23 states that cover 83% of the population of the Public Distribution System (PDS) and that will also be covered by national portability in August 2020, he said the finance minister.

The PDS ration cards will be portable to allow migrant workers to use those same ration cards in all states, he said. The Union government has allocated Rs 3.5 billion rupees to give free food grains to those 8 million migrant workers who do not have central or state PDS cards, Sitharaman explained.

This is the second phase of announcements from the Union Ministry of Finance on the Center’s economic stimulus package Rs 20 lakh crore.
