In a historic move aimed at transforming rural India and empowering millions of Indians, Prime Minister Narendra Modi will launch today the physical distribution of Aadhaar-like property cards under the SVAMITVA scheme via video conferencing. Each card will receive a unique identity number similar to the Aadhaar card. This is the first time that a large-scale exercise has been carried out with the most modern means of technology to benefit millions of rural owners.
The launch will allow owners of approximately one lakh to download their property cards via the SMS link delivered to their mobile phones. This would be followed by the physical distribution of the property cards by the respective state governments. These beneficiaries come from 763 villages in six states, including Uttar Pradesh, Haryana, Maharashtra, Madhya Pradesh, Uttarakhand, and Karnataka.
The move will pave the way for villagers to use the property as a financial asset to obtain loans and other financial benefits.
The Prime Minister will also interact with some of the beneficiaries during the event. The Union Minister of Panchayati Raj will be present on the occasion. The program will begin at 11 am.
Here is everything one needs to know about ‘Swamitva Yojana’
- The Village Survey and Village Improvised Technology Mapping (SVAMITVA) is a central sector scheme of the Panchayati Raj Ministry.
- The SVAMITVA scheme was launched by Prime Minister Narendra Modi on National Panchayati Raj Day, April 24, 2020.
- The plan aims to provide “registration of rights” to village home owners in rural areas and to issue property cards.
- The scheme is being implemented throughout the country in a phased manner over a four-year period (2020-2024).
- The plan would eventually cover about 6.62 lakh villages in the country.
- Approximately 1 lakh villages in the states of Uttar Pradesh, Haryana, Maharashtra, Madhya Pradesh, Uttarakhand and Karnataka, and some border villages of Punjab and Rajasthan, along with the establishment of the Continuous Operating System (CORS) network of stations in Punjab and Rajasthan, are being covered in the pilot phase (2020-21).
- All these six states have signed a memorandum of understanding with the Survey of India for the drone study of rural areas and the implementation of the scheme.
- These states have finalized the digital property card format and the villages to be covered for drone inspection.
- The states of Punjab and Rajasthan have signed a memorandum of understanding with Survey of India for the establishment of the CORS network to assist in future drone flight activities.
- Different states have a different nomenclature for property cards, viz. ‘Land title’ in Haryana, ‘Rural Property Records (RPOR)’ in Karnataka, ‘Adhikar Abhilekh’ in Madhya Pradesh, ‘Sannad’ in Maharashtra, ‘Svamitva Abhilekh’ in Uttarakhand, ‘Gharauni’ in Uttar Pradesh.
