The petition, filed by Mumbai-based lawyer Ghanshyam Upadhyay, also requested instructions from the NIA to investigate the matter temporarily and the higher court will oversee the investigation. The Execution Directorate has also presented a money laundering case against Maulana Saad, trusting links with Jamaat and others.

The statement alleged that the acts of omission and commission by Saad and his associates / Tablighi Jamaat constitute “terrorist acts / activities” as defined in the Illegal Activities (Prevention) Act (UAPA) and stated that the Delhi Police had not arrested the leader. despite the considerable time span.
