According to the amended Motor Vehicle Act, a vehicle without HSRP can be fined 10,000 rupees, which has been added to 5,500 rupees. A similar amount is charged if a car does not have the fuel label.
“We have deployed nine teams in limited areas and the emphasis is on color-coded fuel labels, which help to identify whether a car runs on gasoline or diesel, etc. from the distance. Car owners have been given enough time to place them, ”said a Delhi government official.
“The placement of an HSRP is in the interest of the car owner because, in the event of a theft, the vehicle is much easier to trace. Now the system is in place and the capacity has increased, ”Transport Minister Kailash Gahlot told TOI.
The goal of the campaign is to sensitize vehicle owners to get fuel stickers as soon as possible, but the number of law enforcement teams will soon expand to 50 and many more locations will be included in the campaign, he added. Those who have already reserved an HSRP and color-coded fuel sticker online can display the receipt to escape the fine.
The Supreme Court had ordered in 2018 that fuel stickers be affixed to vehicles in Delhi-NCR and, as of October 2, 2018, fuel and HSRP stickers are affixed to vehicles in Delhi at the time of the registry.
The number of vehicles without HSRP is at least 30 lakh, including 12 lakh of cars, and only about 3.5 lakh of cars have fuel labels. A light blue sticker is used for gasoline and CNG vehicles and orange for diesel vehicles.
Slots for mounting HSRP and fuel stickers can be reserved through www.siam.in, which redirects the vehicle owner to the website of the relevant HSRP manufacturer. A spokesperson for Rosmerta Safety Systems Private Limited, one of the HSRP makers, said that in total one lakh of online bookings had been made to date and more than 70,000 had been placed. This includes 23,400 reservations for home delivery, of which 21,169 have been placed. The company can place up to 20,000 HSRPs in one day, he said.
In October, Transport Minister Gahlot had stopped booking online after complaints were received from vehicle owners about delays. The process resumed on November 1. Almost 500 locations with 88 PIN codes are now covered by the home delivery service.
On Monday, a meeting with all motor license officers (MLO) was held via video conference and asked to sensitize vehicle dealers in their areas, Gahlot said. Under the system, dealers must message vehicle owners when plates arrive at the dealership, take a photo when in place, and upload the details to VAHAN software.
“We came to know that some were not complying and we have told all the MLO to sensitize them, or we will take action,” Gahlot said. Another meeting will be held on December 23, which will be attended by all MLOs and representatives of the vehicle dealer association.
