The fourth phase of the COVID-19 coronavirus blockade is likely to be announced on May 16 and will be completely different and new from the previous blocks, sources said on Friday. It will also be different as Prime Minister Narendra Modi will not address the nation, but only new guidelines will be issued, the sources added. The guidelines can be issued by the Ministry of the Interior (MHA).
The blockade, imposed on March 25, would originally end on April 14. Then it was extended until May 3 and then again until May 17. The center of the 4.0 blockade will have the wheel of the economy working again and citizens should focus on their health and safety by following the basic rules, especially keeping physical distance, wearing masks, etc.
States will receive an exemption from the Center, regarding transportation in the green zone and the operation of industries. Public transportation in green zone districts like buses, taxis, can be approved or exempt.
There may also be an exemption to run factories or industries again, but authorities will have to make the necessary arrangements for the state to bring in workers.
However, trains will not be allowed to run at this time, only special trains and special labor trains will run. An increase in the number and routes of special trains is also being discussed.
The resumption of domestic flight operations from May 18 is another aspect being considered. Domestic flights can begin to operate on selected routes. The frequency will remain low in the first phase, which can be increased in the coming days or months. However, many states are currently protesting flight services.
One can obtain permission to open many more stores for economic activities such as hardware, bicycle repair shops, etc.
Prime Minister Modi had asked the chief ministers to send their suggestions before May 15, after which he will make an announcement about the outlines of the 4.0 blockade, which is more about revival than survival model. The national capital has already demanded more economic activities throughout Delhi, despite the fact that all union territory is in the red zone.
At the Prime Minister’s meeting with the Prime Minister via video conference, CM Arvind Kejriwal is believed to have requested to maintain containment areas such as Nizamuddin and buffer zones around strict curbs while liberating the rest of the city, allowing more activities. The CM is also interested in reopening shopping malls and starting conditional car and taxi services.
