NEW DELHI: India’s Chief Justice Sharad Arvind Bobde has launched a series of measures to address the crisis in the judiciary following an unprecedented letter from Andhra Pradesh Chief Minister YS Jagan Mohan Reddy, October 6, 2020.
In his letter which was later officially released to the media, the AP Prime Minister had accused the second highest-ranking Supreme Court Justice NV Ramana of influencing the Andhra Pradesh High Court list to favor the rival Telugu Desam Party and the state. Among the steps taken by CJI Bobde was the transfer of Chief Justice Maheshwari to Sikkim and his Telangana counterpart RS Chauhan to Uttarakhand, as well as transfers and promotions of some other high court justices in a move that appeared to be a reorganization routine. The reorganization came into effect on Thursday after its notification in the bulletin after the consent of President Ramnath Kovind.
But what was not revealed at the time was that the CJI had simultaneously initiated some other measures, including Jagan’s request that he submit his complaint in the form of an affidavit (given under oath). It is understood that the latter complied by sending the same letter that he had written to the CJI on October 6 as sworn declaration.
In parallel, the CJI requested responses from judges Ramana and Maheshwari to the accusations made by Jagan. The letter accused Chief Justice Maheshwari of keeping almost all decisions made by the state government under the influence of Judge Ramana. While Chief Justice Maheshwari is said to have sent a voluminous response to the CJI, the details of how Justice Ramana responded are unknown.
Before taking action on Jagan’s letter, CJI Bobde learned that he had discussed the matter with some of his colleagues on the Supreme Court. The opinion issued, according to the sources, was that the charges required a “deeper examination”.

That the CJI considered the matter with the attention it deserved was evident from the transfer of the Chief Justice Maheshwari, while a CS bank in a parallel action suspended the gag order of the Andhra Pradesh high court on the media to report the details of the investigation. by the Anti-Corruption Office (ACB) in what is known as the Amaravati land scam. Aside from former Andhra Pradesh Attorney General Dammalapati Srinivas and several others, Judge Ramana’s family members have also been appointed by the ACB in its FIR on land scam.
