The union cabinet approved Mission Karmayogi, a skills development program, for its civil servants on Wednesday, which it said will help them in the future.
“This is the biggest human resource development reform in the government,” Union Minister Prakash Javadekar told a news conference on the cabinet decisions.
At the top will be a Human Resources Council, chaired by the Prime Minister and made up of select Union Ministers and Chief Ministers. It will also have eminent thought leaders (leading academics and world leaders) and civil services leadership.
“This scheme is based on the government’s vision of how an official should be. A civil servant of today, to face the challenges of the world, will have to be imaginative and innovative, proactive and educated, professional and progressive, energetic and empowering, transparent and technology-enabled, and constructive and creative, ”said C Chandramouli. , Secretary, Department of Personnel and Training (DoPT). He added that Mission Karmayogi focuses on the development of individual (public officials) and institutional capacities.
The outlines will be accessible to everyone from section officers to secretaries.
It will have two paths, self-directed, where the official can choose the field of interest, and guided, where the official will be provided with the means to carry out his work effectively.
The Union Cabinet also approved three memorandums of understanding, Javadekar said. These include memoranda of understanding between the textile ministry and Japan for the quality assessment method, between the mining ministry and Finland, and between the new and renewable energy ministry and Denmark.
