The Union Cabinet on Wednesday approved a new capacity building program titled ‘Mission Karmayogi’ for civil servants with the aim of improving the post-hiring training mechanism for civil servants and employees at all levels.
Addressing the media, Union Minister Prakash Javadekar said that government officials and employees will have the opportunity to improve their performance with the Karmayogi Mission.
“Mission Karmayogi aims to prepare Indian civil servants for the future by making them more creative, constructive, imaginative, innovative, proactive, professional, progressive, energetic, empowering, transparent and technological,” he said.
Union Minister Jitendra Singh said that a council led by the prime minister will approve and oversee capacity building plans for the program. It will also include state chief ministers, Union cabinet ministers and experts.
The government also plans to have a capacity development department, which will be staffed with experts in related fields and global professionals, he added. A nominal fee will be charged for the program that will be compensated by the government employee’s organization.
Among other decisions, the Cabinet approved a bill according to which Kashmir, Dogri and Hindi, in addition to the existing Urdu and English, will be the official languages in the territory of the Union of Jammu and Kashmir.
The Jammu and Kashmir Official Languages Bill 2020 will be submitted to Parliament at the next Monsoon Session, Javadekar said. The bill received the go-ahead from the Cabinet on Wednesday at a meeting chaired by Prime Minister Narendra Modi.
“The inclusion of Dogri, Hindi and Kashmir as official languages in Jammu and Kashmir is not only a fulfillment of a long-pending public lawsuit, but also in accordance with the spirit of equality introduced after August 5, 2019 Singh added.
The Cabinet also approved three MoUs: one between the Textile Ministry and Japan for the quality assessment method; between the Ministry of Mining and Finland; and between the Ministry of New and Renewable Energy and Denmark.
