Budget 2021: MHA budget gets minor cut, SPG allocation drops by Rs 150 crore


The Home Office (MHA) has received more than Rs 1.66 lakh crore in the Union budget for 2021-22, slightly lower than the allocation of Rs 1.67 lakh crore announced in the last budget. Most of the key allocations for MHA have remained more or less the same as the last budget.

Most of this allocation has gone to police forces and organizations: Rs 1.03,802 million. Of this, 9,715 crore is capital expenditure. Both figures are slightly lower compared to the last budget.

Jammu and Kashmir, which because it was recently created as a Union Territory, had been awarded Rs 30,757 million in the last budget, has received the same allocation this time. Ladakh has been allocated Rs 5,958 crore, same as last time.

For the census, the 2020-21 budget allocated Rs 4,568 crore. However, due to the pandemic, the census could not be conducted. In the current Budget, Rs 3,768 crore has been allocated for the census.

The Central Police Armed Forces (CAPF), which include forces such as CRPF, BSF, ITBP, SSB, CISF and Assam Rifles, have received Rs 77,838 crore, about the same as the last budget. The Intelligence Office has been allocated 2,839 million rupees.

There is a significant reduction in the budget of the Special Protection Group (SPG). The allocation for SPG decreased from Rs 592 crore in the last budget to Rs 429 crore this budget. SPG’s coverage is now restricted to the prime minister and his immediate family, in addition to former prime ministers and their immediate family members, for up to five years after leaving office. In 2019, the government stripped the Gandhi family of SPG coverage. Currently, the 3,000-man force protects only Prime Minister Narendra Modi.

Central police organizations such as the Office of Narcotics Control and the National Investigation Agency, among others, have been allocated Rs 1 billion. Police infrastructure spending has been reduced from Rs 4,134 million in the last budget to Rs 3,612 million in this budget. The recently announced National University of Forensic Sciences and Rashtriya Raksha University received 67 million rupees and 70 million rupees, respectively.

The establishment spending budget for the cabinet has increased from Rs 766 crore to Rs 1,160 crore in this budget. According to the budget, “the provision is for the expenses of salaries, luxury allowances and other allowances and travel of cabinet ministers, ministers of state and former prime ministers. This also includes the provision for extra special session flight operations for VVIP ”.

The allocation for the National Security Council Secretariat has been increased from Rs 170 million to Rs 228 million in this budget. The allocation for the Office of the Chief Scientific Advisor has increased tremendously from Rs 78 crore to Rs 580 crore. “The provision is to cover the administrative expenses of the Office of the Chief Scientific Advisor and the National Research Foundation,” the budget reads.
