The government plans to vaccinate approximately 19.5% of the population, the age group over 50, along with 4 million front-line workers, healthcare personnel, police officers, and diabetes patients under 50 years of age.

According to the rules, Uttar Pradesh, due to its size, will receive the maximum number of doses, since more than 15 percent of the population residing in the state belongs to the group of more than 50 years. Maharashtra, West Bengal, and Tamil Nadu, in that order, are next in terms of their 50+ population. Kerala tops the list of states for the percentage of the population in need of vaccination. Recently published data from the 2019-20 National Family Health Survey showed that Kerala has the highest proportion of the population with diabetes and hypertension.

Meanwhile, a recently published article based on NFHS 2015-16 data estimates that around 6.5% of adults under the age of 50 have diabetes. And the data for major states such as UP, MP, Rajasthan, Tamil Nadu, Jharkhand, Punjab, Haryana and Chhattisgarh have yet to be released, the number of diabetics and hypertension is still unknown.

In an attempt to facilitate the process, the Center has shared a manual with the states detailing every aspect of the gigantic push that vaccinates against COVID-19 is set to be.
