NEW DELHI: Fort over 12 lakh army is finalizing a radical proposal to induce young people to a three-year “Tour of Duty” (ToD) ”As civil servants and jawans in the context of the urgent need for a restructuring of cadres amid the salary increase and the pension bills that negatively affect the military modernization.
The ToD scheme, if approved, will initially launch with around 100 vacancies for officers and 1,000 for jawans. “The feedback has been taken from the different Army commandos. A senior officer, in turn, said the ToD scheme would involve “voluntary military service” to mark a far-reaching change away from the existing “permanent service” in the military. “It will not be compulsory military service as in some countries like Israel. With huge unemployment, India has no shortage of people who want to join the military, ”he said.
The Army believes that well-trained and disciplined youth “pull out” of force after a year of training and three years of ToD at the age of 26/27, with a good deal of money in their pockets but no pension and other benefits will overlap the public and private sectors for a successful second career.
“There are young people who don’t want a permanent career in the military but want to experience the excitement, adventure, and glamor that the military can bring for some time. Also, a ToD officer will earn Rs 80,000-90,000 per month, while a simple civilian graduate will probably earn around Rs 30,000-50,000 at first, ”he said.
The Army currently has around 43,000 officers, with almost 80% of them in the permanent commission (PC) cadre, and 11.8 lakh from other ranks. The minimum tenure of service for a Short Service Commission (SSC) officer is 10 years, but 50-60% of them are also awarded PCs to serve up to at least 54 years of age and then earn the pension.
According to the Army study, the “cumulative cost” of an SSC officer’s pre-commission training, pay and allowances, tips and a proposed compensation package amounts to Rs 5.12 crore if the officer leaves the force after 10 years. “The cost for a ToD officer released after three years will be Rs 80-85 lakh,” he says.
Similarly, the “possible lifetime savings” in the cost of participation of a single jawan who leaves after 17 years of service with pension and other benefits, compared to a Jawan ToD, will be Rs 11.5 million. rupees. “The enormous amounts of money saved in payments and tip payments can be used for much-needed military modernization,” said an officer.
The Army study says there has been a “staggering 146% increase” in defense pensions over the past five years, making it increasingly unsustainable. The salary and pension bill of the 14 lakh armed forces and 4 lakh defense civilians, together with the 31 lakh pensioners, represents 56% of the annual general defense budget, leaving little for military modernization after day to day operating costs.
