The Indian military is examining a proposal that seeks to allow the country’s youth to serve in the military for three years under a new “turn-of-service” (ToD) model similar to the short-service commission that allows officers to serve 10 to 14 years. Two army officials familiar with the measure said Wednesday.
If the proposal is accepted, the military could implement the ToD model, essentially an internship after military training, tested for both officers and other ranks on a limited number of vacancies, one of the officers cited above said.
“The proposal is a change from the concept of permanent service to an internship or temporary experience of military life,” said the second officer quoted above.
The proposal, reviewed by the Hindustan Times, emphasized that the internship model would result in savings for the organization. He said he will also brighten the prospects of ToD committees in the corporate world.
“The cumulative cost of pre-commission training, payment / allowances, proposed severance packages, license fees and other costs is nearly Rs 5.12 million and Rs 6.83 million for Short Service Commissioned Officers (SSC) released after 10 and 14 years of service. However, similar costs for those released after three years will be between Rs 80 and Rs 85, ”the proposal stated. He says that the ToD model would eventually result in a significant reduction in salary and pension budgets as well.
The proposal cites a survey that has indicated that corporate houses would prefer to employ people who have been trained by the military and join them at the age of 26-27 after a three-year ToD rather than graduating from college. .
“Many companies have indicated that ToD officers would also be preferable to the current SSC workforce that would join them at the age of 33-34 years after 10 years of service. The ToD concept will become attractive if young people see it as a vehicle that fuels their later career in government or the corporate world, ”the proposal said.
However, the ToD model will not be the same as compulsory military service or compulsory military service. Army spokesman Colonel Aman Anand said that, if approved, it will be entirely voluntary and there will be no dilution of the selection criteria.
“This is an ideal opportunity for those people who do not want to make defense services their permanent vocation, but still want to experience the excitement and adventure of the military profession and the glamor of putting on their uniforms,” said the proposal.
But what about combat skills, experience, and dashboard readiness to go to war?
“This argument can be denied with the proven performance of our officers and Jawans with less than three years of service in the Kargil war. If ToD officers / jawans undergo the same training (for nine months) as regular officers / other ranks, then their commitment, dedication and performance should be in no doubt, ”added the proposal.
Former Army Vice Chief Lt. Gen. AS Lamba (retired) said the ToD model was a laudable idea for filling the critical deficit of young officers with the assumption that the performance of officers with three years of service has been extremely good.
Lamba, however, said he saw two challenges. “First, selecting the right volunteers from the civilian environment for this type of limited engagement that would take much longer to motivate than to train. And second, train them for critical front-line combat deployments, ”he added.
