The government today released the ‘State Business Reform Action Plan 2019’ (BARP) ranking which shows how Indian states have fared in improving the ease of doing business for an Aatmanirbhar Bharat.
The Union Finance Minister Nirmala Sitharaman released the 2019 rankings in which Andhra Pradesh retained the number one ranking.
Uttar Pradesh improved to reach second place from 12th in the 2018 rankings, while Telangana fell from second to third place.
Telangana was followed by Madhya Pradesh, Jharkhand, Chhattisgarh, Himachal Pradesh, Rajasthan, West Bengal, Gujarat and others, in that order.
Delhi was in 12th position on the ranking list. The national capital jumped 11 places from the 2018 ranking of 23rd.
Publishing the report, Sitharaman said the ranking makes states and UTs a better place to do business.
“India is seen as taking the reform process seriously, which showed when foreign direct investment into the country increased even during the Covid-19 pandemic, amid what was called the world’s strictest lockdown. Some states have shown extraordinary energy in crafting action plans and ensuring that reforms are carried out. The states have embraced the true spirit behind the State Business Reform Action Plan, “Sitharaman said after the rankings were released.

The parameters include areas such as construction permit, labor regulation, environmental registration, access to information, land availability, and one-stop-shop system.
The announcements were made in the presence of Piyush Goyal, Minister of Railways and Minister of Commerce and Industry; Hardeep Singh Puri, Minister of Commerce and Industry and Minister of State (Independent Charge) of the Ministry of Housing and Urban Affairs; Minister of State (Independent Position) of the Ministry of Civil Aviation; and SomParkash, Minister of State of the Ministry of Commerce and Industry. Also present were the Chief Ministers of Uttarakhand and Tripura, the LGs of J & k and Laddakh, the Industry Ministers of the Union States and Territories, along with senior government officials.
This classification is based on the implementation of the business reform action plan, Goyal said.
“The Government of India has been making efforts to simplify trade regulation through a one-stop-shop system, labor law reforms, Dispute Law reforms, etc. to do fast and cheap business, “he said.
The Department for the Promotion of Industry and Domestic Trade (DPIIT) developed the Action Plan for State Reforms in 2015. It initiated the reform program in partnership with state governments and Union Territories to facilitate, simplify and expedite the operation of companies. These reforms cover the entire business life cycle and aim to significantly reduce the compliance burden on the industry. The plan is designed with two factors in mind: measurability and comparability across states.
In the latest ranking published in July 2018, Andhra Pradesh had topped the list, followed by Telangana and Haryana.
