In a series of tweets, he also targeted Congress, a signatory to the Gupkar Declaration, asking the party to clarify its position on the issue. The former Chief Minister of Jammu and Kashmir, Mehbooba Mufti, immediately responded with an equal number of tweets, accusing the BJP of using “euphemism” and “outdated tactic”.

The BJP had demanded that Mehbooba Mufti be charged with sedition after the vice president of the People’s Alliance said that she will not raise the national flag until the Jammu and Kashmir flag itself returns. Jammu and Kashmir had lost its flag, part of its special status under Article 370 of the Constitution, after it was scrapped in August last year and the state forked into two Union Territories.

The Gupkar Declaration was signed on August 4, 2019, after an all-party meeting at the Gupkar Road residence, the Patriarch of the National Conference, Farooq Abdullah. It marked a resolution to assist regional parties and Congress to protect Jammu and Kashmir’s special constitutional status and fight any move to dilute it.
Two days later, the Center ended the special status of the state granted by the Constitution and bifurcated it into two Union territories.
This August, the political parties had met again and vowed to fight for the restoration of Jammu and Kashmir’s special status.
