The government also clarified the list of “continuous process industries” exempt from restrictions, based on requests from industry bodies. This includes refineries, large steel plants (including TMT bar manufacturers), cement plants, chemical industries, including painting, sugar mills, fertilizers, float glass plants, large smelters, and tire manufacturing plants and paper mills . Continuous process industries are those in which production is continuous or in a continuous flow since the materials being processed are continuously in motion and undergo chemical reactions or are subject to mechanical or thermal treatment.
Skeletal staff allowed the maintenance of closed industries.
Chief Secretary K Shanmugham said: “He was ordered to allow skeletal personnel to maintain essential all closed industrial units to ensure the safety of the machinery / facility.” The order was issued shortly after Prime Minister Edappadi K Palaniswami held an interactive session via videoconference with industrialists about Covid-19’s preventive measures and allowed industries to open in stages.

The state government also made modifications to its prior notice, exempting assistants and caregivers of elders from the confinement restriction, e-commerce companies from food processing units such as bread making units, food processing plants milk, flour mills, dal mills located in urban areas, export / import facilities such as packing houses, inspection and treatment facilities for seeds and horticultural products, and research establishments dealing with agricultural and horticultural activities.
