NEW DELHI: India is likely to have the long-awaited Covid-19 vaccine in the New Year and the Center is preparing for the mass vaccination campaign.
As part of the preparations, the Center has asked all states and administrations of the Union territory to conduct a trial for the vaccination campaign on January 2.
This will be the second trial and will test the links between planning and implementation to identify challenges in the process.
These are the details of the planned dry run:
* Activity to be carried out in all state capitals in at least 3 session sites.
* Some states will also include districts that are located in difficult terrain / have poor logistical support.
* For each of the three session sites, the medical officer in charge will identify 25 test beneficiaries (healthcare workers).
* Maharashtra and Kerala are likely to schedule the drill in major cities other than their capital.
* Planning for the introduction of the vaccine will be carried out according to the Operational Guidelines issued by the Ministry of Health on December 20.
* States and UT have been asked to ensure that the data for these beneficiaries is uploaded to Co-WIN.
* States and UTs should prepare facilities and users to be created in the Co-WIN application, including uploading Healthcare Worker (HCW) beneficiary data.
* States and UT have been requested to ensure physical verification of all proposed sites to determine the suitability of space, logistical arrangements, Internet connectivity, electricity, security, etc. and prepare at least three model session sites in each state (in the state capital) for the demonstration. .
* States should ensure that model sites have separate entrances and exits in a ‘three-room configuration’ with adequate outdoor space for awareness-raising activities.
* States must also ensure that all standard operating procedures and protocols are practiced at the identified sites in an ideal environment alongside vaccination teams to be identified and trained in all aspects.
* The trial will also equip the state and UT administration in the management of vaccine supply, storage and logistics, including cold chain management.
* Since vaccine administrators will play an important role in the vaccination process, training of trainers and those who will administer the vaccine has begun in several states.
* Some 96,000 vaccinators have been trained for this purpose.
* A total of 2,360 participants have been trained in National Training of Trainers and more than 57,000 participants trained in training at the district level in 719 districts.
* States are increasing state helpline 104 (to be used in addition to 1075) for any vaccine / software related inquiries.
* An important focus of the trial will be on the management of any possible adverse event post-immunization (AEFI).
* You will also focus on compliance and management of infection control practices at the session site to prevent disease transmission.
* The drill will include simultaneous monitoring and review at the block and district level, and comment preparation.
* The State Working Group will review the comments and share them with the Union’s health ministry.
* States / UTs have also been asked to address communication challenges by relying on all stakeholders and increasing community involvement through innovative strategies.
* The Union Ministry of Health has prepared a detailed checklist that has been shared with states and UTs to guide them through the trial.
“The aim of the trial for the introduction of the Covid-19 vaccine is to assess the operational feasibility in using the Co-WIN application in the field setting, test the links between planning and implementation, and identify challenges and guide the way to go before This is also expected to give confidence to program managers at various levels, “said the Union Health Ministry.
The union’s health secretary, Rajesh Bhushan, chaired a high-level meeting to review the readiness at sitting venues for Covid-19 vaccination with senior secretaries (Health) and other health administrators from all states and UT through videoconferences.
The first round of the trial took place in Andhra Pradesh, Assam, Gujarat, Punjab, from December 28 to 29 in two districts each, where five session locations with 25 beneficiaries each were identified.
No major problems in operational aspects were observed during this trial. All states expressed confidence in IT’s operational guidelines and platform for large-scale program implementation, the ministry said.
