Srinagar: The J&K management has published the list of beneficiaries of the Rs 25,000 land allocation scam under the Roshni Act on its website. The list includes the names of the top politicians, bureaucrats, and businessmen who allegedly invaded public lands.
In October, the High Court of Jammu and Kashmir, in a landmark ruling, declared the controversial Roshni Law “unconstitutional” and ordered that the investigation into the land allocation scheme under it be transferred to the IWC.
The CAG report estimated that against the target 25 billion rupees, only 76 million rupees had been obtained from the transfer of land to private ownership, IANS reported.
“While buying 3 Kanal of land in 1998, Farooq Abdullah invaded 7 Kanal, which was forest land and state land. There was conscious looting of land by powerful people. They obtained benefits under the Roshni Law declared unconstitutional by HC”, said Union Minister Ravi Shankar Prasad.

The names of former Finance Minister Haseeb Drabu’s two brothers, Ajaz Hussain Drabu and Iftikhar Ahmad Drabu, are also mentioned on the list.
Reacting on the development, the BJP called it “heights of shame” and the BJP vice president of the Kathua district said: “Today people are happy that the repeal of article 370 has led to the exposure of people who had been seized the earth “.
Congress also asked the leaders of the Gupkar Alliance to come forward and clarify their position on the allegations at Roshini Scam.
CBI sources told IANS that these two officers played a key role in the scam and are currently serving as Electoral Director and Secretary in the government of India.
J&K HC had described the Roshni Law as unconstitutional
Other prominent names on the list include former Minister and Congressional Leader Majid Wani, former Minister of the Interior and Leader of the National Conference Sajjad Kitchloo and former President of J&K Bank MY Khan and retired Kashmir IAS officer Mohd Shafi Pandit.
The first case has been registered against unknown officials from the Jammu Revenue Department. It is alleged that they had granted undue benefits to the illegal occupants of state lands by intentionally ignoring the provisions set forth in the Roshni Act, thereby illicitly granting property rights to state lands to selective individuals who do not deserve it, and thus thus, inflicted huge monetary losses on the state.
