The Union Ministry of the Interior (MHA) on Tuesday extended the guidelines for the country’s reopening, which were issued last month, until November 30. There are no new changes and all important activities have already been allowed, but the strict lockdown will continue in containment zones, he said.
The latest guidelines also called on people to exercise extreme caution and follow Prime Minister Narendra Modi’s Jan Aandolan release earlier this month and to fight the coronavirus pandemic.

Reopening of activities outside containment zones
Almost all activities have been gradually opened in areas outside of the containment zones since the MHA’s first order of closure measures on March 24. While most activities have been allowed, some involving large gatherings have been allowed with some restrictions and subject to operating rules. procedures (SOPs) regarding health and safety precautions being followed. These activities include subways, shopping malls, hotels, restaurants and hospitality services, religious venues, yoga and training institutes, gyms, cinemas, amusement parks, etc.
State governments and administrations of the Union’s territories have been allowed to make decisions for their reopening, based on an assessment of the situation and subject to standard operating procedures. These include schools and training institutes and state and private universities for research scholars that allow meetings above the 100 limit, etc.

The MHA said further decisions will be made regarding these activities based on the assessment of the situation.

Strict enforcement of the lockdown in containment zones until November 30
The lockdown will continue to be strictly enforced in the containment zones until November 30.
The containment areas will be delimited by the district authorities after taking into account the guidelines of the Union Ministry of Health in order to effectively break the chain of transmission. Strict containment measures will be applied in these containment zones and only essential activities will be allowed.
Within containment zones, strict perimeter control will be maintained and only essential activities will be allowed.
These containment zones will be notified on the websites of the respective district collectors and by the states / UT and the information will also be shared with the ministry of health.
States will not enforce any local lockdowns outside of containment zones. They will not impose any local blockades at the state, district, subdivision, city or village level outside the containment zones without prior consultation with the central government.
No restrictions on interstate and intrastate movements
There will be no restriction on interstate and intrastate movement of people and goods. No separate electronic permission, approval, or permission is required for such moves.
Protection of vulnerable people
Vulnerable people or people over 65 years old, with comorbidities, pregnant women and children under 10 years old are advised to stay at home, unless they meet essential requirements and for health reasons.
Aarogya Setu
The use of the Aarogya Setu mobile app will continue to be encouraged, the MHA said.
