Parliament monsoon session: what to expect today


One day after fierce protests broke out in Rajya Sabha against the government that swept through the opposition and passed two agricultural bills, opposition parties called a meeting to discuss their joint strategy for Monday, the leaders said.

The meeting began at 8.40 am.

The government, on the other hand, is contemplating a measure to seek action against some opposition MPs who participated aggressively in Sunday’s uproar. Top leaders had pounced on the vice president, gherao, ripped off microphones, climbed on tables, disobeyed the rules to record videos of the uproar, and shouted slogans. The protests were also the most aggressive in recent years and continued even after the House rose at 1 p.m. Opposition parties sat in the Rajya Sabha for the next two hours and drafted a vote of no confidence against the recently re-elected Rajya Sabha vice president, Harivansh.

According to a senior official, for any action against a deputy, the government must present a resolution.

A deputy can be banned from coming to House for a few days as punishment.

On Monday, Rajya Sabha will debate an opposition-sponsored debate, drawing attention to “the situation arising from non-payment of GST compensation to states.”

The legislations to be discussed and passed include the Indian Institutes of Information Technology Laws Bill (Amendment) 2020, the Amendments to the Essential Commodities Act 1955 and the Companies Act.

While these pieces of legislation could be passed without a hitch, the Banking Regulation (Amendment) bill could cause friction. Congress and some other opposition parties are fiercely opposed to the bill.

The Foreign Contribution Amendment Bill (Regulation) is ready for approval at the Lok Sabha. The Lower House has also included the Insolvency and Bankruptcy Code (Second Amendment) Bill of 2020 and the Disease Epidemic Bill (Amendment).
