Ruckus prevailed after Vice President Harivansh dismissed pleas from the opposition to postpone Agriculture Minister Narendra Singh Tomar’s response to the debate on the two bills until Monday, as the House’s scheduled session time had finished.
As members of the opposition shouting slogans plunged into the well, Harivansh tabled motions by members of Congress, TMC, DMK and CPM to send the bills to a select committee of Rajya Sabha for further scrutiny and voting. He stated that the motions have been denied by voice vote even when the promoters of the motion sought the division of votes.
As the president approved clause-by-clause approval of the bills, Derek O’Brien of the TMC and some other members of the opposition took the podium and showed Harivansh the rule book. Some members tore official papers.
Members shouting slogans attempted to interrupt the president who was protected by the House bailiffs.
As the rebellious scenes prevailed, the microphones installed in the house were muted and a few minutes later the process was postponed for about 15 minutes.
When the House reconvened, members of the opposition were once again on the right track chanting slogans. At least one of them got on the officer’s table.
Harivansh said a vote split cannot be sought from the House well and insisted they should return to their seats first.
Under the procedure, pressure groups must be authorized to allow electronic voting on legislation.
Amid the uproar and shouting slogans, the vice president introduced the two bills: the Draft Law on Trade and Trade in Agricultural Products (Promotion and Facilitation), 2020, and the Agreement for the Guarantee of Prices and Agricultural Services, of 2020, for Farmers (Empowerment and Protection). approval by voice vote.
With the government having numbers in its favor, the bills were passed. This completes the parliamentary approval process for the legislation of the bills.
Now they would be sent to the president for approval. Once the president gives his consent, they will become law.
