While participating in the discussion on the bill (amendment) of the Central Council of Homeopathy in Rajya Sabha, the deputy of the Trinamool Congress of India (TMC), Shantanu Sen, accused the central government of promoting private institutions and said: ” What can you expect from a government that says drinking cow urine can cure disease or Covid-19? They are indirectly promoting private medical schools and quackery. “
In particular, the Union Health Minister Harsh Vardhan had made a motion to accept the 2020 Central Council of Homeopathy Bill (Amendment) in Rajya Sabha in the morning. He stated that the Central Council of Homeopathy did not cooperate with the Center in the performance of its functions.
BJP MP Prasanna Acharya from Odisha also took part in the discussion and opined that there is a pressing need to make the homeopathy system “robust” for those in need.
“Homeopathy is an ancient Indian system of medicine and is accessible to the poor. So we have to make it robust. “However, he stressed the proper need for demarcation of powers and functions that has not been addressed in the bill,” Acharya said in the Upper House during a discussion on the Bill ( Amendment) of the Central Council of Homeopathy of 2020.
Dravida Munnetra Kazhagam (DMK) MP T Siva claimed that most of the bills have taken over powers from the state government saying, “This is yet another attempt by this government to attack the roots of federalism. Since the day they took office, most of the bills passed have taken the powers away from the state government. “
“The Standing Committee has stated very clearly that there is no representation of the State Medical Councils on the Advisory Council. Therefore, it is recommended that there be a provision for the representation of elected members of state medical councils, “added the DMK deputy.
On the other hand, the leader of the Congress, Ripun Bora, after briefly describing the history of the Council, affirmed that the government has a history of “taking away the autonomy” of the institutes and organizations.
The Central Council of Homeopathy Bill (Amendment) 2020 was introduced in Rajya Sabha on September 14, 2020. The bill amends the Central Council of Homeopathy Act 1973.
The law establishes the Central Council of Homeopathy which regulates homeopathic education and practice. The bill replaces the Central Council of Homeopathy Ordinance (Amendment) 2020 that was enacted on April 24, 2020.
