A fight
The development comes after an online feud between Ranaut and Shiv Sena leader Sanjay Raut after the actress compared Mumbai to Pakistani-occupied Kashmir (PoK). Raut, writing to the Sena Saamna spokesman, asked him not to return to Mumbai for criticizing the Mumbai police. Ranaut said it will arrive in Mumbai on September 9.
An application
Reports say that the actress, who is currently in Himachal Pradesh, asked the state government for protection citing a threat to her life as she had spoken out about drug use in the film industry, following the death of actor Sushant Singh Rajput.
The approval
The BJP government in Himachal, in turn, asked the Center to consider providing protection outside the state, which was accepted. “… I welcome this decision and also express my gratitude to the union’s Interior Minister … her safety is important to us,” said Himachal Chief Minister Jai Ram Thakur.
However, Maharashtra Interior Minister Anil Deshmukh called the move “surprising”. “The Center’s move to bring security to people who insult Mumbai and Maharashtra is surprising and also sad. This state belongs to all people, including the BJP. Kangana Ranaut’s comments should be condemned by all.” BJP leader Devendra Fadnavis defended the Interior Ministry’s decision. “It is the government’s responsibility to protect an individual’s life. Therefore, although we do not support what Kangana Ranaut said and no one will support him, it is the government’s responsibility (to protect her).”

The processThe Central Reserve Police Force (CRPF) and the Central Industrial Security Force (CISF) are the two forces in charge of providing security to VIPs. While ministers get central security coverage because of their position in government, the Interior Ministry takes an appeal for such security from individuals based on input from intelligence agencies. However, since these agencies do not report to any legal body, VIP security has sometimes been alleged to be a political decision rather than one based on an actual threat.

There are six types of center safety covers: X, Y, Y plus, Z, Z plus and SPG. While the Special Protection Group with an annual budget of approximately Rs 600 crore protects only the Prime Minister, the other categories can be provided to anyone as assessed by the Center. According to a response from the Union government in Lok Sabha in March 2018, around 300 people received security in various categories on the central list.
Here’s how central security covers work in India according to a report from the Police Research and Development Office:
* X: Two personal security officers throughout the day, which means around six PSOs assuming an 8-hour shift.
* AND: Two PSOs and an armed guard at the residence 24 hours a day and additional security at night. That means around 11 staff members (5 for static duty and 6 for personal security) will work shifts for Ranaut.
* Z: Involves around 22 staff members, including 2 to 8 armed guards in residence, two PSOs around the clock, and 1 to 3 armed escort for all road trips.
* Z +: In addition to the security arrangements of category Z, those protected under this category get a bulletproof car, escort in three shifts and additional security when needed.

CRPF, which has an annual budget of Rs 26,000 crore, says on its website that it deploys 7.5% of its force to protect VIPs. Furthermore, state governments also deploy police to protect VIPs. India’s police force is one of the most understaffed in the world, with around 140 people per lakh of population. In 2018, 63,061 police officers were deployed to protect 21,300 VIPs for more than six months.
