The Union Cabinet on Wednesday announced Mission Karmayogi, a unique skills-building program for public officials across the country. The Karmayogi mission, the latest initiative of the Modi government, will help train officers to meet the challenges of society. Headed by Prime Minister Narendra Modi, a council will approve capacity-building plans for civil servants, the central government said on Wednesday.

Mission Karmayogi is a national program to lay the foundation for capacity development of public servants, Union Minister Prakash Javadekar said when introducing the program. It will help officers learn best practices around the world, Javadekar added.

Officially called the “National Program for the Strengthening of Civil Service Capacities,” the mission plans to transform human resource management in the country. The goal is to form a ‘role-based system’ rather than ‘rule-based’ practices.

“This scheme is based on the government’s vision of how an official should be. A civil servant of today, to face the challenges of the world, will have to be imaginative and innovative, proactive and educated, professional and progressive, energetic and empowering, transparent and technology-enabled, and constructive and creative, “said C Chandramouli., Secretary of the Department of Personnel and Training (DoPT).

The central government will establish a Capacity Building Commission to harmonize training standards. The commission will have shared teachers and resources. It will oversee all training institutions in the country, so that there is a common understanding of India’s development goals and aspirations, Chandramouli added.

“It aims to build a future-proof public administration with the right attitude, skills and knowledge, aligned with the vision of New India,” he added.

The outlines will be accessible to everyone from section officers to secretaries. It will have two paths, self-directed, where the official can choose the field of interest, and guided, where the official will be provided with the means to carry out his work effectively.

There will be more emphasis on “learning on site” to complement “learning off site.” There will be more emphasis on e-learning. Several ministries will invest directly and jointly create a common learning system.

“This is the biggest human resource development reform in the government,” Union Minister Prakash Javadekar told a news conference on the cabinet decisions.

“Mission Karmayogi focuses on the development of individual (public officials) and institutional capacities,” added Chandramouli. “The scale is so enormous that it could probably emerge as the largest civil service reform in the world in terms of length and in terms of depth … And what is the ultimate purpose of all this: it is basically to equip the civil servant, with functional and mastery competencies, which would be goal-driven, and would also develop behavioral competencies, “he added.

The Union Cabinet on Wednesday approved three memoranda of understanding: one between the Textile Ministry and Japan for the quality assessment method, between the Ministry of Mining and Finland and between the Ministry of New and Renewable Energy and Denmark, Javadekar added. .

The launch of the KarmaYogi Mission is a blessing to all civilian aspirants in the nation, said Harshavardhan Muppavarapu, a socio-political activist.
