No mention of ‘bars’ in the list of forbidden activities in Unlock 4.0. Pubs can raise their blinds from Tuesday


It’s going to be a fabulous Tuesday. Restopubs, bars and clubs were allowed to resume services as of September 1 based on the Unlock 4.0 guidelines released Saturday. Excise Commissioner M Lokesh said an official order to that effect will be issued on Monday. “It will return to normal as before,” he said.

However, the order allowing the bars to reopen was met with studied silence by most of the bar owners. Although the order did not specifically say that bars can resume business, the Unlock 4.0 guidelines do not mention bars or pubs on the list of prohibited activities.

While Unlock 3.0 specifically stated that “movie theaters, swimming pools, entertainment parks, theaters, bars, auditoriums, function rooms and similar places.”

The Unlock 4.0 guidelines, however, do not mention “bars, auditoriums, and function rooms.” The MHA order states that “all activities will be allowed outside the containment zones” except “movie theaters, swimming pools, entertainment

parks, theaters and similar places ”. “However, open-air cinemas will be allowed from September 21, 2020,” she adds.

Metro will start shooting from September 7


Metro Rail services can resume on September 7 in a phased manner. “The Ministry of Housing and Urban Affairs and the Ministry of Railways will issue guidelines in consultation with the MHA,” the guidelines read.

Schools will be closed until September 30

Meanwhile, the guidelines say that “schools, universities, educational and training institutions will continue to be closed to students and regular class activity until September 30.” However, as of September 21, students in classes 9-12 will be able to visit their schools on a voluntary basis to consult with their teachers. This will be subject to the written consent of your parents or guardians.

Furthermore, as of September 21, 50% of teaching and non-teaching staff have been allowed to be summoned to the school at one time for online teaching and distance counseling and related work.

Unlock 4.0 also has entrepreneurship or skills training that will resume at ITI and skills training centers; Research academics (PhD) and graduate students requiring laboratory facilities can visit their institutes or universities.

Attendance at social, political, entertainment, sporting, religious and other congregation functions is restricted to 100 until the end of September. But people must wear masks, maintain physical distance, and all SoPs must be followed when participating in these events.

Unlocking 4.0 categorically stated that there will be no more local closures except in the containment zones. States must consult the central government before announcing the closure. He also made it clear that no special permits or permits are required for interstate or intrastate movement of people.

“Movement of passenger trains, domestic passenger air transport, movement of people on Vande Bharat and Air Transport Bubble flights and the logging in of Indian seafarers will continue to be regulated under the SoPs,” he said.
