Indian Railways will start the booking for the 200 (100 pairs) special trains from today. In a notification issued by the Railway Ministry on Wednesday, the list of the trains ( see below), and also the guidelines were issued under which passengers travel on these trains must be taken into account. People can book ticket on these trains, from 10.00 hours today through IRCTC of the application and the website.
The railways also include some Jan Shatabdi Express and Duronto express trains with non-AC coaches on this list of special trains which will begin operating from 01 June
These special trains will run in addition to the 15 pairs of AC connection of trains from New Delhi to various parts of the country and the ‘Shramik’ Special trains.
The complete list of trains
Ticket reservation
- Only in-line e-ticketing is done through IRCTC website or through the Mobile Application. No tickets can be reserved through the reservation counter in any Train Station. Booking tickets through ‘agents’, (both in IRCTC Agents and Train the Agents) shall not be permitted.
- The ARP (advance reservation period) will be a maximum of 30 days.
- RAC and Waiting list will be generated as per existing rules, however the waiting list of the ticket holders will not be allowed to board the train.
- Not without reservations (UTS) tickets will be issued and no tickets will be issued to board a passenger during the trip.
- Not tatkal and premium tatkal booking will be permitted on these trains.
- First chart will be prepared by at least 4 hours before the scheduled departure time and a second chart shall be prepared in less than 2 hours((unlike the current practice of 30 minutes) before the scheduled departure. Only in current line of the reservation will be allowed in between the first and the second table of the preparation.
- All passengers must be obligatorily selected, and only asymptomatic passengers are allowed to enter /board the train.
- Passengers traveling on these special services observe the following precautions :
- Only passengers with Confirmed tickets shall be allowed to enter the Train station.
- All passengers must wear the face covers/masks in the input and during the trip.
- Passengers should arrive at the station at least 90 minutes in advance to facilitate thermal inspection at the station. Only passengers who are asymptomatic will be permitted to travel.
- The passengers have to observe social distancing, both in the station and on the trains.
- On arrival at their destination, the journey, passengers will have to adhere to such protocols of health as are prescribed by the target state/UT
The Quota
All fees are to be allowed in these special trains, as has been allowed in the Regular trains. Limited number of reservation (prs) counters shall be operated for this purpose. However, the normal ticket of the booking can not be made through these counters.
Concessions
Only four categories of Divyangjan grant and 11 categories of patient concessions are allowed on these special trains..
Cancellation and Refund rule: Railway Passengers (Cancellation of tickets and Refund of Fare) Rules, 2015 which shall be applicable.
In addition to the following guidelines, already published on the Refund of the fare in case the passenger is not suitable for travel due to the symptoms of the Crown, shall continue to apply.
As per MHA guidelines to all of the passengers must necessarily be selected, and only asymptomatic passengers will be allowed to enter/board the train.
If, during the investigation of a passenger and has a very high temperature/symptoms of Covid-19 etc, will not be allowed to travel despite having confirmed tickets. In such a case, the full refund will be provided to the passengers as under:-
- In the PNR having single passenger.
- In a portion of the ticket if the passenger is fit to travel and also to all the other passengers in the same PNR do not want to travel in that case full refund will be issued for all passengers.
- In a portion of the ticket if the passenger is unfit to travel, however other passengers in the PNR want to travel in that case, full refund of fare shall be granted to passengers who was not allowed to travel.
For all the above cases, TTE certificates as per existing practice shall be issued to the passenger on the input/control/control of himself, mentioning that “the Number of passengers not travelled due to symptoms of Covid 19 in one or more of the passengers”
After getting TTE certificates, in line TOR should be submitted for reimbursement did not travel to the passenger, within 10 days from the date of travel and the original
TTE certificate issued shall be sent by the passenger to IRCTC as per existing, supply and full fare for the part of passengers/full that have not traveled will be reimbursed by IRCTC in the customer’s account.
For the above purpose, CRIS and IRCTC will make necessary changes to the presentation of the TDR for not travelling to the passengers due to covid-19 symptoms. An option of ‘part/full of the passengers are not allowed to travel on the Railways because of the very high temperature/covid-19 symptoms that will be available.
Catering
No catering charges must be included in the fee. Available for pre-payment of the meal booking and catering-will be disabled. However, IRCTC will make available to limited grocery and packaged drinking water in the basis of payment limited train, after having Pantry car attached. Information to this effect shall be made available to the passengers during the time of booking tickets.
Passengers are encouraged to bring your own food and drinking water.
All static catering and vending units (Multi-Purpose stalls, Bookstalls, Misc./Chemical jobs, etc.) in the Train stations will remain open. In the case of Foods of the Plaza and Refreshments rooms etc, cooked dishes can be served as a take away only with sit-down eating arrangements in the place.
Bed linen and Blanket
There is No bed Linen, blankets and curtains should be provided in the interior of the train. Passengers are advised to bring your own bedding for the trip. The temperature in the interior of the AC coaches should be properly regulated for this purpose.
Zonal Railways have been instructed to ensure that they are not independent of entry and exit gates at the Train stations to the extent possible, so that it is not face-to-face, the movement of passengers. Zonal railways will be guided by the standard of social distancing guidelines in stations and trains, and to observe the safety instructions, the safety and hygiene protocols.
All passengers must download and use the Aarogya respective eras application. Passengers are advised to travel light.
As per MHA guidelines, the movement of the passenger(s) as well as the driver of the vehicle transporting the passenger(s) from one side to the other of the Train Station shall be allowed on the basis of the confirmation of e-ticket.
