200 non-AC trains since June 1, no state nod for Shramik Special : The Tribune of India

The Centre today decided that the Railway could run now Shramik Special trains in consultation with the Union Ministry of the interior, doing away with the necessity of having the consent of the target states/Union Territories; as well as the Rail Minister Piyush Goyal announced that 200 non-CA of the schedules of the trains would start plying daily from the 1 of June for which online bookings would start soon.

The announcements came a day that the government declared the number of Covid-19 cases crossed 1 lakh mark in the country, although the difference was significantly slower in comparison with some of the advanced countries as well as in the case of the mortality percentage due to the pandemic.

While the Ministry of Health provided revised protocol for dealing with Covid situation during the Blockade of the 4.0 with higher relaxations, the Ministry of home Affairs revised the standard operating procedure (SOP) for the transportation of migrants.

Now, the states and UTs have been asked to appoint nodal authorities to make arrangements to send and receive string people.

Last week, the Rail Minister Piyush Goyal had expressed anguish that the states of West Bengal, Jharkhand and Chhattisgarh were not granting permission to run special trains. The problem also appears in a communication from the Centre to the West of Bengal.

As per the revised procedure, the schedule of trains, including stoppages, and target, will now be issued by the Ministry of Railways and communicated to the states/UTs concerned to make suitable arrangements for the sending and receiving of string people. Advertising of the train schedules, ticket reservations, the protocol for the entry and the movement of passengers, services to be provided in the coaches that will be done by the Railways.

It will also ensure that all passengers are compulsorily selected, and only asymptomatic to be allowed to board the trains. Social distancing would be observed by all passengers during the boarding and trip and arrival to their destination, they will have to adhere to the health protocols prescribed by the target state/UT, an official communication said.

As of 4 pm today, the Railroads, stated that they have executed 1,595 Shramik Special trains, the transport of more than 21 lakh persons, including migrant workers, pilgrims, tourists, students, and others. (with agency inputs).
