While the chief secretary was not present at the meeting to discuss changes in the excise tax policy, Interior Secretary Satish Chandra, the second-highest-ranking bureaucrat in the state, was there.
After assuming this “unofficial agenda,” the cabinet authorized the prime minister to make a decision on changes in excise policy in the aftermath of the shutdown period. There was no discussion on the agenda for a point for the meeting.

Speaking after the meeting, Manpreet said: “The unofficial matter discussed was that Karan Avtar Singh’s behavior and body language with the Cabinet at the pre-Cabinet meeting on Saturday was not in line with the office he occupies. I made a proposal (today) that if I continue as chief secretary, it will be impossible for me to be part of the Cabinet meeting or any other meeting. The prime minister then asked other ministers and Channi supported my opinion. “He added:” We were asked to record this and the Cabinet did so unanimously. We leave it to the prime minister if he wants to call the official for future meetings. ”
The “boycott” of the ministers raises procedural problems, as the chief secretary is supposed to coordinate cabinet meetings, according to the rulebook. Manpreet emphasized that the entire episode should not be perceived as an ego problem. “This decision has been made in the best interest of the state,” he said. Channi also said that the chief secretary’s attitude toward ministers on Saturday was not correct. “Manpreet and I raised the issue with the CM and left the final decision to him,” he said.
Referring to Saturday’s meeting, Channi said: “That day, I was talking to the chief secretary and it was he who lost his cool. The ministers did not withdraw and we just ended the meeting and said that the issue of excise tax policy will be discussed with the prime minister. ”
Channi also took exception to the liquor home delivery system.
