NEW DELHI: Facing criticism for “under reporting” COVID-19 deaths, the Delhi Government On Sunday, it warned hospitals and other health facilities of strict action in the event of any delay in reporting coronavirus deaths and also issued an SOP.
Delhi Chief Secretary Vijay Dev issued the order along with the Standard Operating Procedure (SOP) that all Covid-19 hospitals and other facilities will send a ‘death report’ by email to district and state surveillance units every day before 5 pm.
In the order, Dev said he has noted the government that public and private hospitals (both dedicated Covid-19 and non-Covid-19 hospitals) do not report deaths from the virus in a timely and regular manner.
It has also been observed that, despite repeated reminders, the deceased’s death summaries are not submitted to the death audit committee, leading to the submission of “incorrect or delayed reports”.
Officials at the 10 hospitals treating patients with Covid-19 have said that the number of people killed by the virus is higher than the Delhi government bulletin reflects.
“Every Covid-19 Hospital and other health centers will appoint nodal officers who will ensure timely reporting of deaths. MS (Medical Superintendent) / MD (Medical Director) / Directors of all interested hospitals will ensure this on a daily basis without fail, “Dev said in the order.
If there is a delay in reporting deaths, the MS, MD, or nodal officer of the ‘defaulters hospital’ will have to submit a written explanation, according to the official order. “Even if a death has not occurred, even then a NIL report will be emailed to IDSP Cell for the compilation of death data,” Dev said.
The death audit committee will meet daily at 5.30 p.m. to examine the report of death due to Covid-19, he said, adding that the committee will examine and see all relevant documents and after due diligence will declare “death due to Covid-19 or otherwise.”
“Non-compliance will be seriously considered and strict measures will be taken in accordance with the relevant provisions of the Disaster Management Law, as well as other relevant laws against defaulters without prior notice,” said the chief secretary.
