CHENNAI: Supporting the prolonged shutdown of the Modi government, the Tamil Nadu government eased restrictions on non-containment zones on Saturday, allowing industrial facilities in SEZ, EOU and export units, IT and IT services across the state , and all industries, including textiles, can operate in rural and urban panchayats from May 6.

Stores selling essentials will remain open between 6 a.m. and 5 p.m., while take-out meals at restaurants are allowed between 6 a.m. and 9 p.m.
Except for beauty salons / beauty parlors, all independent stores, neighborhood stores, including hardware, cement, building materials, toilets, electrical stores, mobile phones, computers, appliances, and optical stores will remain open between 11 a.m. and 5 p.m.
Skilled workers, including plumbers, electricians, air conditioning mechanics, carpenters, home care providers, and domestic help, require permission from the Greater Chennai Corporation District Commissioner / Collectors.
In the rest of the state, all industries, including the textile industry, can operate in rural and urban panchayats with a strength of 50% (minimum of 20 employees). The textile industry in the city’s panchayats with a population of 15,000 requires the sanction of district collectors. Industrial establishments in EEZs, export-oriented units, industrial estates are allowed at 25% strength in rural and urban areas, while textiles are not allowed in urban industrial estates. Export units in urban areas require permission from district collectors to operate at 50% force.
Hardware manufacturers allowed with 50% resistance, while spinning mills in rural areas with 50% resistance are subject to social distancing and changes. The district collector can allow leather goods and design and sample clothing exports in urban areas with 30% resistance. IT and IT services must be 50% robust (minimum of 20 employees). Construction activities will take place where workers are available on site and a one-time permit is granted to bring workers.
Permission from the district collector is required for assistants to meet the special needs of the disabled, elderly, and patients, in addition to domestic help. Except for shopping malls and market complexes, all independent stores will remain open between 10 a.m. and 5 p.m. in corporations and municipalities.
In addition to the Center’s guidelines, the state also prohibited the movement of taxis, cars, and rickshaw. No more than 20 people are allowed at the funeral and the existing rules for marriages continue.
