NEW DELHI: The Supreme Court has asked the Center to consider ‘temporarily’ adopting the ‘one nation, one ration card’ scheme during the ongoing coronavirus closure period to allow migrant workers and sections economically Weaker (EWS) get subsidized food grains.

“The petitioner seeks the indulgence of this court to protect and safeguard the right of migrant workers / beneficiaries / citizens of other States / UT / tourists to obtain their right to subsidized food grains and the benefits of the government scheme, etc. introduced during the coronavirus epidemic and national blockade in the State / UT, even if they are not in their respective State / Union Territory by means of a mandamus to the authorities concerned to temporarily adopt the One Nation One Umbrella Policy during the crown epidemic due to the absence of a One Nation One Rashan Card scheme, ”the plea read.
It also requested instructions from the authorities to ensure that migrant workers who are currently in rented premises or in transit camps do not go hungry due to the lack of local identity cards or any identity cards.
Kansal claimed that States and Union Territories have been giving preferences to their respective citizens and voters and denying benefits of subsidized grains / food / shelter / medical facilities to migrant workers or citizens of other states / UT due to absence from local proofs of identity like Ration Card / Residential Proof or Voter Card even during unprecedented national shutdown due to the Covid-19 epidemic.
“The scheme … announced by the Central Government is about to start … June 2020. Due to lack of One Nation One Ration Card scheme and other policy / circular / notification by the Central Government to protect the rights of migrant workers with respect to protecting the lives and health of the previous section.
“This section of society has not been receiving benefits from the state and central government schemes, including subsidized food grains, shelter and medical facilities (except for Corona treatment),” the statement said.
