Uttar Pradesh was the first State to announce the facilitation through buses and other means to recover its migrant labor from other States, since the blockade came into effect at the end of March and that is something in which the Chief Ministers Punjab, Karnataka, Haryana and Gujarat have marked their UP counterpart Yogi Adityanath to prevent labor leakage and grounding of economic activities.
On Tuesday and Wednesday, Mr. Adityanath received calls from the four chief ministers assuring him that his state’s migrant labor force did not have to leave and that it would be served as a gradual exit from the closure now looming. While top ministers are concerned that the economic recovery in their states, after the shutdown, will be hampered as more and more labor leaves their borders, Mr. Adityanath, a month earlier, established some systems to change the status quo versus UP
“More than a month ago, Yogiji established a committee with the agricultural products commissioner Alok Sinha and representing the departments of rural development, micro, small and medium enterprises (MSMEs), labor and panchayati raj. As a MSME Minister, I was also told that the committee’s mandate was to explore ways to increase employment opportunities for those who return. The target we have been given is around 15 lakh jobs, with five target lakh jobs for my department alone, ”said Siddharth Nath Singh, Minister of MSMEs.
Three weeks after the committee was created, Mr. Adityanath stated that he would coordinate with other States to bring migrant workers back to their homes. To date, 6.5 lakh migrants have returned. “In those three weeks, we have worked hard in the first place to increase banking proposals. I had three meetings with banks and we have approved more than 20,000 small business loan proposals [which can employ 4 people excluding the owner] pending since before the pandemic hit. This flow of credit will be activated once the blockade is lifted, ”said Mr. Singh. “We want more and more people not to need to travel for work.”
Singh also said that while this was to create jobs through home entrepreneurship, the state has also established three desks, Japan, South Korea and the US. USA, to deal with international companies that want to move to Uttar Pradesh. The financial advisor to Mr. Adityanath K.V. Raju (who previously worked with Prime Minister Narendra Modi in Gujarat) is one of those who deals with these issues.
A new normal is being created with respect to life in the world affected by COVD-19, and one of the most dramatic changes, if achieved, could be for Uttar Pradesh to provide employment for its people within the State.
