Zoltán Kovács confirmed: Orbán vetoes the EU budget

Previously, based on information from the Portfolio, we reported that on Monday afternoon, the Hungarian government would raise a political veto in Brussels on the issue of the EU budget for 2021-2027 and the regulation of own resources related to the fund of Recovery. According to the newspaper, this is not yet a formal (legal) veto, but it could come in a matter of days.

In July, the Fidesz majority in Parliament called on the government not to adopt the EU’s seven-year budget and coronavirus recovery fund until the Article 7 rule of law procedure has been completed. When asked If this would mean that Hungary would veto the € 1.1 billion budget and the € 750 billion own resources decision if the rule of law criteria were not reviewed, Kovács replied:

Regulation of the rule of law, which would link the payment of EU funds to the criteria of the rule of law, does not require unanimity, so it is not a veto, but a negative position of Hungary (and Poland), but this regulation may still go into effect. At the German Presidency meeting in Brussels on Monday afternoon, each Member State will have to take a political position on the three regulations in question, which will essentially be a test vote.

According to the Portfolio, the paths of the three regulations will be divided: the rule of law regulation could come into effect from January next year, two other vetable regulations could be decided on Wednesday, and even the European Parliament must approve the decision.
