On Sunday, the Ministry of Innovation and Technology announced what changes are coming to the toll system. The most important change is that the surcharges imposed for unauthorized use of the roads will be triggered by the purchase of an annual national tag after demand for payment.
The communication wrote that the surcharge maximization introduced in 2018 will be allowed after two cases compared to the current three. The new surcharge amnesty exempts the payment of the accumulated account receivable, up to several hundred thousand florins, for 180 days, in an amount corresponding to six surcharges.
The amendments related to the regulations will expand the toll network for passenger cars with the high-speed sections built this year, and will also establish rules to monitor rate inflation.
According to ITM, from the entry into force of the new provisions, road users can decide to buy the annual national sticker at a basic price afterwards, instead of paying a surcharge. The annual sticker entitles the holder to use motorways and expressways in the calendar year of purchase and until the end of January of the following year.
Surcharge maximization provides a cheaper alternative to paying up to dozens of surcharges for travelers who make multiple mistakes but are willing to act voluntarily.
At present, it can be started within 75 days to exempt a car that fails to comply at least three times from the obligation to pay a surcharge equivalent to the amount of two surcharges: HUF 29,750 in accordance with current regulations.
If someone made a mistake only twice and pays more than 60 days, they will regret with two more surcharges, now 119 thousand guilders, as the one-quarter maximization has only been possible in three cases so far. The new regulation makes the system fairer by allowing surcharges to be maximized after just two unauthorized uses, the communication emphasized.
They added that for those who missed the 75-day deadline, the law has so far not allowed any substantial relief to be applied. Since the claim amount is HUF 59,500 according to current regulations, if the surcharge is paid for more than 60 days, the fee for four unauthorized uses of the road may increase to several hundred thousand florins. The amendment to the legislation introduces a second stage in addition to maximizing the surcharge, the surcharge amnesty provides for 180 days for administration, for an amount corresponding to six surcharges, currently 89,250 HUF.
According to the Ministry, the new regulation expands the possibility of payment in installments that was previously only available to natural persons to companies. Road users also benefit from the fact that an administrative fee can only be charged once for the provision of services under the Regulation. Previously, such a fee may have been paid more than once for the same service, for example by a customer misrepresenting a license plate who has purchased multiple rights to the wrong license plate at different times.
With the amendment, based on the legal authorization granted by Parliament, the automatic control of toll inflation will be carried out in an integrated way in the system, it was emphasized. The main benefit of the solution, which is updated annually without special intervention, is that the change in tolls becomes predictable for road users and its scope can be planned.
According to the ITM Communication, most of the amendments to the Regulation will enter into force on December 1, 2020. (MTI)
