We will not be soldiers – writes the Hungarian Medical Chamber (MOK) in its resolution on the law establishing the legal relationship of the health service. They ask for an amendment to the law, for which their proposals will be elaborated after analyzing the final text.
In the opinion of the MOK, the preparation and approval of such a law with social impact should be carried out only after proper consultation with stakeholders and after reaching compromises acceptable to all. The proper law for the medical community is where the details are clear and the guidelines for daily practice are known in advance, the MOK emphasizes in a resolution sent to our newspaper and on its website.
As they write, they agree with wage increases and the creation of a more modern and transparent health care system, and the abolition of gratitude money is also a sign of political and social change.
At the same time, they also point out that the one-step implementation of a law presented without prior consultation, within the period established by law, seriously compromises the functioning of the care system and violates the fundamental rights of physicians.
One-step standardization of legal relationships and strict restrictions on second jobs can render disciplines and institutions inoperative.
Furthermore, the administrative burden of authorizing the secondment of thousands of doctors for the sake of care cannot be carried out in the time available until it comes into effect. Therefore, many specialized clinics and hospital departments are left without a doctor.
It is believed that there is a high risk that the mass of doctors prefer private care due to the restrictions inherent to medical conditions, the possibility of secondment for 2 years and unconditional transfer.
Without reassuring cooperation and action, the chances of protection against the epidemic will diminish and the population’s security of supply will be directly jeopardized, they write.
Reforms to the law and the joint preparation of development regulations will be required, and their proposals will be prepared after the analysis of the final text of the law.
The MOK declares at the end of the resolution:
We will not be soldiers. The Hungarian medical community agrees with the main goal, the development of clean and transparent healthcare, so we believe that the situation can be saved through real cooperation based on professionalism.
