Ursula von der Leyen continued Juncker’s political legacy

Attila Kovács, The project manager at the European Union workshop for the Center for Fundamental Rights said that the European Commission, led by Ursula von der Leyen, was not without precedent as it was the political legacy of the Juncker Commission. He said the Juncker Commission was an overtly political body designed to strengthen the central institutions of Brussels, in many ways at the expense of member states.

There are two errors related to the Juncker Committee:

  • mismanagement of the migration crisis,
  • to brexit.

According to Attila Kovács, there was an illusion on the part of the member states that the committee led by Von der Leyen would play a less political role, but would assume the role of its contractual tutor.

According to him, this expectation was justified because the German politician was nominated by the member states and not by the top candidate system represented by the European Parliament.

According to the project manager, there was also cause for cautious optimism that he was a president from whom we could hope to show a greater understanding of the Central and Eastern European member states. This optimism was supported by the fact that both Hungary and Poland held important positions in portfolio allocation.

This illusion was a mistake. The EC president continued Juncker’s political legacy and we saw the work of a more prominent political committee. “

– Attila Kovács said.

He added: Von der Leyen’s agenda shows significant overlap with the Baliberal political forces in the European Parliament.

Attila Kovács also spoke about the treatment of the coronavirus epidemic. According to him, the committee and its underlying institutions

they did not recognize the danger, they trivialized it and acted late.

The committee’s inaction also contributes to the serious damage caused by the virus in Europe, he said.

According to the project manager, the ECA also presented a proposal to address the economic effects of the epidemic. Highlights:

they see the way to face the crisis as wanting to put future generations into debt.

Speaking about the vaccine case, Attila Kovács stated:

Brussels wants to tell the Member States which vaccine to use.

He said the European Commission presented two packages on migration. In September, the migration package was presented, from which the idea of distributing the migrants could be read again. And last week, they came up with an immigration action plan, according to which they would provide housing and benefits to immigrants. The new element is that the committee wants to aim to encourage the political participation of migrants, which means granting the right to vote.

Orucolya Kurucz The deputy director of the project spoke about the efforts of the European Commission to expand its powers. This had two highlights:

  • The President proposed the creation of a European Health Union, which would violate the competences of the Member States,
  • diverting EU foreign policy from unanimity towards qualified majority decision-making.

On the question of the rule of law, he said that the Juncker Committee had not created a new instrument that would have given the committee greater powers to act in this area.

According to

these aspirations have now become stronger.

According to Orsolya Kurucz, this can be clearly seen in the fact that in the spring, on the one hand, the ECJ issued the first reports on the rule of law in the Member States, which are a political threat, with refutable accusations and trials of subjective value. The other area is linking the EU budget and the recovery fund to the rule of law, which no one defines.

This is a clear attempt by the ECJ to circumvent the seven-week procedure, he said.

According to the deputy director of the project, this further divides the Member States.

Orsolya Kurucz spoke about green politics. According to him, the activity of the EC in this field should be recognized. Von der Leyen made serious commitments. The EC has entered this field and serious efforts are being made to obtain results as soon as possible. The downside to this is that Member States have to pay to green the economy.

According to the deputy director of the project, it is also important to talk about the debate on the future of the EU. He said von der Leyen wanted to give new impetus to the process, but that did not happen. For years it has been seen that the problem does not advance. Member States are currently debating who will lead the process.
