An important and long-awaited government decision was published in the Wednesday evening newsletter entitled “Government Resolution 1848/2020 (XI. 25.) on the provision of the 2021 resource necessary to increase the salaries of doctors and specialists working in primary care” . The government’s four-point decision includes:
- The government asks the Minister of Human Resources to create a legal framework for the communities of practice and group practices in order to organize GPs in community communities and home pediatricians in group practices. This is the responsibility of the Minister of EMMI, Miklós Kásler, and the deadline is December 31, 2021.
- The government is asking the Minister of Human Resources to update its criteria for establishing primary and pediatric home dental districts, and to publish them electronically on the government website. The deadline for this is January 1, 2021.
- On the expenditure side of the 2021 budget, the government will increase the “Allocation of the item” Care of general practitioners and family doctors “by HUF 71,558 million to cover the salary increase. The deadline for this is 1 of January 2021 immediately after.
- At the same time, the Minister of Finance must ensure that the necessary coverage is planned when planning the 2022 and 2023 budgets. It is not clear to us here what “necessary coverage” means: the largest amount built in 2021 must be provided over the next 2 years , or the government has planned an additional increase here, as in the case of doctors (where in 3 years the salary increase will occur).
It is worth noting that the spending surplus above HUF 71 billion is not a small amount overall, even if we examine the amount as a budget spending surplus. And if we compare it with the fact that in the 2021 budget approved in the summer, the amount of HUF 139.547 billion is currently included in the line of expenses of general doctors and general doctors, we can speak of a big increase.
According to them, the government will increase the revenue of general practitioners by 50% in a single step in 2021, if we only look at the increase in budget resources.
