On Friday, the government amended the decree on the responsibilities of members of the government to transfer ministerial responsibilities related to the concessionaires to the prime minister’s chief of staff, Antal Rogán. That is, from next Wednesday he will be responsible for the tenders for which the state will deliver certain activities. So from now on it will also include traffic and casino allocation.
In other words, Antal Rogán withdrew the tasks of announcing and evaluating concession tenders and signing concession contracts with Andrea Mager, the minister responsible for the inspection of state property.
The National Concessions Office was established for Rogán by means of another government decree, for whose operation HUF 225.9 million will be delivered to his ministry from this year’s budget.
The concessions office does not have an economic organization; the ministry headed by Rogán is in charge of the tasks related to its management. This office:
- compile and systematize information on national concession activities, national and international practices;
- prepares economic, social and legal impact studies and decision-making documents on state concession activities;
- proposes that Antal Rogán be allowed to carry out certain public economic activities under a concession contract;
- Develop and operate a uniform monitoring methodology, procedure, and system for state concession activities and procedures.
