In this calendar, starting in 2021, the income of a tax that levies the amount of non-recycled plastics in each Member State, starting in 2023 under the European Emissions Trading Scheme (ETS) and possibly an adjustment mechanism of cross-border CO2 emissions, and a new rate and, from 2026, revenue based on the financial transaction tax, as well as the financial contribution of the business sector and the new uniform corporate tax base.

At least 30% of the total budget will be spent on climate change, 7.5% of annual spending starting in 2024 and 10% starting in 2026 on biodiversity.

A more effective climate and biodiversity monitoring methodology will need to be used to monitor this. Ensuring gender equality will also be a top budget priority, through ex-ante gender evaluation and monitoring of program impact.
