He also said that the positions of Hungary and Poland, as well as the German EU Presidency and the governments of several other member states, are now closer than they were a few weeks or days ago.

Germans still think of 27 countries

However, Michael Roth confirmed Tuesday that

the applicability of the rule of law regulation should start as soon as possible and the EU budget for 2021 should be adopted as soon as possible.

He also added that it is not possible to separate the framework budget 2021-2027, the regulation of resources for the recovery fund and the regulation of the rule of law mechanism, even if the governments of Hungary and Poland seek to separate the latter.
