The exercise will be attended by soldiers from 1,000 NATO member states, from five countries and could take place “in a few months,” the Ukrainian government announced.

“We will carry out defensive operations, followed by an offensive operation aimed at restoring the state border and territorial unity in a country exposed to aggression from a neighboring country,” the Ukrainian government said.

Russia was not mentioned openly in the communication, but it is quite clear from the context that it is about them.

The announcement came shortly after thousands of Russian soldiers showed up in Crimea and the US Army chief of staff agreed by phone with his Russian counterpart about the unexpected troop movement. The Kremlin in remarks is trying to cool the mood, but several analysts and the Ukrainian government also fear an attack.
